Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to solicit for the procurement of General Electric (GE) materials to support the vital propulsion systems on the DDG-51, CG-47, LHD-8, LHA-6-9, LCS, and FFG-62 class programs. This contract will allow the Navy to purchase major gas turbine engine assemblies in order to maintain an adequate supply of spare assets.�Additionally, it will allow for the procurement of major sub-assemblies in order to repair assets in the existing supply inventory. This solicitation is expected to result in a Basic Ordering Agreement (BOA) to General Electric Company. The ordering period is anticipated to be sixty (60) months. This procurement will represent a follow-on to NAVSEA BOA N00024-18-G-4113 with GE. It is the Government's intention to procure these supplies, utilizing other than full and open competition, from GE IAW FAR 6.302-1, as only GE meets the Government's requirements. The Government does not have sufficient data rights to allow for competition. The GE LM2500 series of engines, digital upgrade materials and replacement hot section materials are commercial items that have been developed, designed, and produced solely by GE using GE funds. Any other source would require detailed design data to manufacture and deliver the required spare LM2500 MGTEs and associated digital upgrade materials and replacement hot section materials in time to meet the Government's schedule. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. This procurement action is being conducted in accordance with FAR 16.703. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals and does not constitute a solicitation.� However, all information received prior to the closing date will be considered by the Government.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
