- Update 02 December 2021: Amendment 0002 The Proposal submission date is extended 15 days from 6 December 2021 to 21 December 2021. The Bidder Inquiry closing date is�extended to 14 December 2021. Of ferors must request a SAFE drop-off code by 4:00 PM EST Thursday 16 December 2021.��Refer to the attached Amendment 0002 for details. Update 24 November 2021: Amendment 0001 The reason for this amendment is to update Attachments A, B, C , and D combined and correct Attachment E.� In addition, this amendment adds attachments 1, 2, and 3 covering Factor 3 - Past Perfromance.� This amendment also replaces the Solicitation Addendum 52.212-1 Instructions to Offerors � Commercial Iitems with the Revised Addendum 52.212-1 Instructions to Offerors � Commercial Items. This Notice is a Combined Synopsis/Solicitation in accodance with FAR 12.603�Streamlined solicitation for commercial items.� Refer to Request for Proposal (RFP0 W912ER22R0023 for details. NOTE to OFFERORS: �This project will be awarded under the Foreign Military Financing (FMF) program and can only be awarded to United States (US) Firms. �Non U.S. Firms or Joint Ventures who submit proposals will not be evaluated as they cannot receive the award. � This Request for Proposal (RFP) will utilize Federal Acquisition Regulation (FAR) Subpart 12.203 Procedures for Solicitation, Evaluation, and Award and FAR Subpart 15.101-2�Lowest Price Technically Acceptable Source Selection Process.� Price Proposals will be evaluated for balance, completeness, and reasonableness. It is the Government�s intent to award a contract without discussions; however, the Government reserves the right to hold discussions if deemed necessary. The evaluation factors for this solicitation are as follows: � Factor 1: Business License Factor 2: Technical Approach Factor 3: Past Performance Factor 4: Price Award will be made to the Lowest Price Technically Acceptable (LPTA) Offer. The Government intends to award a single commercial Firm Fixed Price (FFP) contract from this solicitation. The magnitude of the contract issued from this solicitation is expected to be between $10,000,000 and $24,000,000. Pre-proposal Conference/Site Visit: Site visits will not be organized or conducted by the Government under this solicitation. Joint Contingency Contractor System (JCCS): �Offerors must demonstrate that they are registered in the Joint Contingency Contractor System (JCCS). Offerors must provide evidence of an active JCCS registration, which is current as of the date of proposal receipt in order to be evaluated for award.� �Offerors who are determined to not be base access eligible at solitation closing will not be evalauted.� In addition, Offerors must have an active JCCS registration and determined to be base access eligible by the contract award date to be considered for award. � ��
