Description
Request for Information (RFI) AI Based Physical Therapy App (AIPTA) Introduction: This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that acquisition decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Background: VA has a requirement for an agnostic explainable artificial intelligence (AI) solution, herein referred to as the AI Based Physical Therapy App (AIPTA), that predicts and mitigates repetitive stress/over-exertion injuries by using an adaptive user interface capable of receiving input from a variety of wearable technology. The AIPTA shall complement existing VA physical therapy (PT) processes in preventing and treating chronic ankle/foot musculoskeletal injuries, identifying FboNotice causes, and shall provide users, recommendations, biofeedback, notifications, adaptive training plans, reports, and rationale. From December 2020 to June 2021, VA s National Artificial Intelligence Institute hosted a Tech Sprint. One vendor (JumpStart) was rated to have the highest AI-based physical therapy biofeedback and analytical capabilities as related to physical therapy and musculoskeletal rehabilitation. VA has already vetted several other AI health applications but have not found any vendors with similar capabilities. VA is considering issuing a sole-source award to JumpStart CSR, unless other off-the-shelf applications are identified with equal or greater capabilities. 2. Submittal Information: All responsible sources may submit a response in accordance with the below information. There is a page limitation for this RFI of 10 pages. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached Performance Work Statement (PWS) and must include the following: Interested Vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in VIP. Provide the team members, subcontractors, and/or vendors you plan to propose, if any. Indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms. Provide a summary of your capability to meet the requirements for the following areas: Ability to provide a data source agnostic explainable artificial intelligence (XAI) that predicts and mitigates repetitive stress/over-exertion injuries. Please detail how the proposed solution will be interoperable with a range of wearables and databases. This pilot shall be limited to a sensored footbed with the potential to expand into using sensor data from the iPad camera; however, the system shall have the capability to accept different inputs. Detail how the proposed solution will not interfere with existing VA physical therapy (PT) activities in preventing and treating chronic ankle/foot musculoskeletal injuries and identifying FboNotice causes. Ability to transmit data by encrypted cellular connections using a private Access Point Name and Virtual Private Network between the sensors and the iPad. All data shall be de-identified, fragmented, and isolated across multiple dedicated physical servers. Ability to demonstrate how the proposed solution will function as a standalone system that will not be integrated into any VA Healthcare System (VAHCS) information and communications technology (ICT) system.
