- The US Army Contracting Command New Jersey (ACC NJ) located at Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (PM CAS) is conducting a market survey to identify potential sources within the United States and Canada capable of producing the M739A1 Point Detonating /Delay (PD/DLY) Fuze. The purpose of this market survey is to obtain current information on the capability of potential sources to provide this fuze to the warfighter during Fiscal Years (FY) FY2024-FY2028 timeframe. �The Government estimates that approximately 3,000,000 M739A1 PD/DLY Fuzes will be purchased under a five-year, Firm Fixed Price (FFP) Contract(s). The M739A1 PD/DLY Fuze is the Army's preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. �The M739A1 fuze contains an Impact Delay Module (IDM) assembly. �The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target. �In addition to the M739A1 Fuze, the M99 Stab Detonator, the M55 Stab Detonator, Explosive Lead, and Booster containing Polymer-Bonded Explosive (PBXN-5), which are all contained within the Fuze, are also restricted to competition within the United States and Canada.� Technical Data Package (TDP) for this fuze is available upon request pending receipt of all required documents and approval by PM CAS. �This TDP is marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and United States DoD contractors. �Contractors interested in receiving the TDP for information only are required to submit a signed and completed DD Form 2345, Military Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement (NDA) for the Government's consideration Interested sources response to this survey shall clearly identify adequate technical and manufacturing capability to produce and deliver the M739A1 PD/DLY Fuze.� If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources.� Interested sources shall provide their top-level plan and any limitations for manufacturing these fuzes.� To be considered as a capable source for this effort, all interested respondents must provide the following information, which will assist the United States Government (USG) in developing its acquisition strategy: a)� Name of company, address, CAGE code and business size information;����������������������������������� b) �A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities; c) Past manufacturing experience with artillery (105mm and 155mm) fuzes within the last 10 years; d) Provide evidence of proven monthly production at a minimum rate of 10,000 fuzes a month capacity and/or potential capacity; e) A description of facilities/equipment, manufacturing processes, inspection capability, and personnel; f) The ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials, components and explosively loaded fuzes; g) Demonstrate knowledge with ballistic testing including propellants, projectiles, ammunition compatibility, weapon systems and interfacing with Test Facilities; possible partnering/teaming arrangements. All respondents should provide sufficient details to allow the USG to make a reasonable assessment of the respondent�s capability to produce these items.� This information is for reference and planning only.� The USG will not pay for any information submitted or for any costs associated with providing this information. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on the part of the USG. �The USG does not intend to award a contract on the basis of this market survey. �All submissions are requested to be made within thirty (30) calendar days from the date of this publication at no cost to the USG by electronic mail to Aj� Barnett at aja.m.barnett2.civ@army.mil. �The USG will accept written questions by email ONLY.� TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. �All information submitted will be protected in accordance with the identified markings. �If a formal solicitation is generated at a later date, a solicitation notice will be published. �No award will be made as a result of this Market Survey.
