Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and quotes are being requested. Requisition Number W912HZ22T2205 is being issued as a request for quote (RFQ) with intent to award as a single contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2021-07. This requirement is 100% set-aside for small business under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $22.0 million dollars. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) 3909 Halls Ferry Road, Vicksburg MS 39180-6199 has a requirement for a service contract for the Elementar soli TOC and vario MAX instruments to monitor how stressors and/or contaminants impact microbes, insects, birds, and mammals as well as the fate and transport of contaminants through the environment.� Determining the composition of organic samples (carbon, nitrogen and sulfur) using the vario MAX and total organic carbon, total inorganic carbon, and residual oxidizable carbon using the soli TOC aids SSGT researchers in understanding the chemistry of how a contaminant interacts and moves through environmental solids.�� These are patented instruments and only a certified company capable of support, maintenance, or upgrades to ensure manufacturing specifications are maintained is required.� Year 1 Task 1 - The service contract should include all parts (OEM), remote support, labor and travel of the service technician, 2 onsite repair visits per instrument, and one preventive maintenance visit per instrument during the contract period.� All service shall be performed by an Elementar certified technician.� The technical point of contact (POC) will contact the vendor at any time during the 12 month duration of the contracting period if the either instrument becomes inoperable and schedule one preventative maintenance per instrument visit during the contract duration. Once contacted, the service contractor will provide resolution within 5 business days via repair. The service contractor shall successfully integrate and coordinate all activity needed to execute the service contract agreement. �The contractor shall manage the timeliness, completeness, and quality of problem identification. Period of Performance This contract is for a new service contract for the maintenance of the Elementar soli TOC and vario MAX instruments for a period of 12 months with option years for uninterrupted service. BASIS FOR AWARD The Government intends to award one contract to the responsible offeror whose quote is responsive to the solicitation and determined to be the best value and most advantageous to the Government. Each quote will be evaluated for technical capability, past performance and price.
