- THIS SYNOPSIS IS FOR RECORDING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. This Presoliciation replaces the related Special Notice posted on 17 November, 2021 The United States Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal and award an Indefinite Delivery, Indefinite Quality (IDIQ) contract to VSE Corporation (hereafter referred to VSE), for Foreign Military Sales (FMS) Follow-On Technical Support (FOTS). The support provides eligible Foreign Navies access to a broad range of Life Cycle Support, systems upgrades, systems integration efforts and other related services associated with the transfer and acquisition, operation, and maintenance of naval vessels and systems within their inventory. The purpose of this gap-period contract is to provide continuation of mission critical support until the follow-on FMS FOTS contract solicited under N00024-18-R-4200 is awarded. NAVSEA intends to award this contract using Other Than Full and Open Competition under the authority 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(a)(2)(iii)(B), requirements may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized requirements when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency�s requirements. As the current contractor providing FMS FOTS under N00024-11-D-4229, VSE has the technical capability, customer knowledge, and expertise to safely and adequately execute repair and maintenance on critical foreign assets. The age and diminishing support of these legacy systems often require urgent and unpredictable repair. At this time, VSE is the only responsible source to continue providing these highly specialized services for our foreign partners without interruption, while efforts to award the competitive follow-on IDIQ contract are ongoing. Interruption of the current support provided by VSE would result in significant impacts to schedule and degrade operational capabilities. Thus, award to any other source would result in unacceptable delays. The synopsis serves as the pre-solicitation synopsis required by FAR 5.2 and the intent to sole source notice. The anticipated contract type is a single award Indefinite Delivery, Indefinite Quantity (SA IDIQ) contract utilizing Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) delivery orders with a period of performance to include a twelve-month ordering period. The place of performance is world-wide. The synopsis is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact VSE Corporation directly. All responsible sources may identify their interest and capability to respond to the requirements by submitting a detailed technical capabilities and any other information that demonstrates their ability to meet the needs of the Government. All information shall be furnished at no cost or obligation to the Government. Responses shall be submitted no later than 3:00 PM EST, 17 December 2021 to the contracting point of contacts (POCs) christiana.e.casey.civ@us.navy.mil and paul.k.kang.civ@us.navy.mil in an electronic format that is compatible with Microsoft Word or Adobe Acrobat and is limited to two (2) pages. A determination by the Government not to compete the proposed contract actions based upon responses to this notice is solely within the discretion of the Government. As the solicitation will not be made available through SAM.gov, a request for a copy of the solicitation may be submitted to the contracting POCs above.
