- REQUEST FOR INFORMATION (RFI) NO.: RFI-W81XWH-22-P-0624 1.0�� �RFI TITLE: Wearable Blast Overpressure Dosimeter� 2.0�� �AGENCY: United States Army Medical Materiel Device Activity (USAMMDA) 3.0�� �OFFICE: Warfighter Brain Health Project Management Office (WBH PMO) 4.0�� �LOCATION: Fort Detrick, MD 5.0 �SUBJECT: The Warfighter Brain Health Project Management Office of the United States Army Medical Materiel Device Activity is conducting market research to determine whether a commercial solution can be provided to meet requirements for a Wearable Blast Overpressure Dosimeter. � � 6.0 �DISCLAIMER: In accordance with Federal Acquisition Regulation (FAR) 15.201 ""Exchange with industry before receipt of proposals,"" this RFI is for information and planning purposes only at this time, and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Medical Research Materiel Command (USAMRMC), or collaborative Department of Defense (DoD) activities. �Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.� 7.0 DESCRIPTION: The WBH PMO of the USAMMDA is seeking commercially available wearable sensors capable of capturing, recording, and exporting full wave form data relating to blast over pressure events, such as those caused by breaching charges, artillery, and other explosions. The metrics provided by the wearable sensor should already be extensively verified by non-partial third parties. �The lightweight, weatherproof, wearable solution must be durable for field use and capable of low profile, with mounting sufficient for 24/7 deployed use. The sensor(s) should capture the full waveform of blast over pressure events from explosive blasts and may additionally capture acceleration and acoustic metrics. �The system shall categorize the exposure, aid in guiding real-time triage, and store and transmit exposure data for post-event analysis. The item(s) must function for at least four (4) weeks of continuous use without recharging and be capable of wirelessly connecting to a handheld mobile device and/or personal computer (PC). The item should be at least be at a Technology Readiness Level (TRL) 4 or higher (see Section 8.5 for TRL descriptions)� 8.0 SUBMISSION INSTRUCTIONS: Entities interested in submitting a response must furnish a Capabilities Statement. The subject header of the email for submission of questions and/or the RFI responses shall be, �Wearable Blast Overpressure Dosimeter�. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately. Submission should include the following information: Interested parties must submit their Capability Statement adhering to the page limit provided in Section 8.1, following the format specifications listed in Section 8.2, complete the table provided in Section 9.0, and submit all documents via e-mail to Matthew Teel at, matthew.d.teel.civ@mail.mil no later than the close of business 22 December 2021. All submissions shall use font Times New Roman, size 12, single space. Electronic files shall not exceed five (5) MB. All submissions are considered Government property and will not be returned. Telephonic communication will not be considered as submission nor receive response. Submission should include the following information: 8.1 PAGE LIMIT: Interested firms should submit a response (Capability Statement) that demonstrates the Company�s ability to perform the scope of work and address the information identified in this RFI. The Capability Statement shall not exceed fifteen (15) typed pages; additional sheets for cover page, table of contents, tables and charts will not be counted toward page limitation. In addition, Attachments 01 and 02 of this RFI will not be counted toward page limitation. 8.2 FORMAT SPECIFICATIONS: All submissions must be made electronically (as described in section 9.0) and be in one of the following formats: Microsoft Word or Adobe PDF. �The statement shall be organized according to the following format: a. List of citations and other relevant documents describing experience and past performance. 8.3 DISCLAIMER & IMPORTANT NOTES: The purpose of this RFI notice is to gain market knowledge. The Government is not obliged to award a contract or otherwise pay for the information provided in the responses received. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its responses are complete and sufficiently detailed to allow the Government to determine the organization's solution and qualifications to perform the work. Responders are advised that the Government is under no obligation to acknowledge receipt of the information received, or to provide feedback to respondents regarding any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities at https://www.fbo.gov. Responses to this notice will not be considered adequate responses to a solicitation. 8.4 CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in submitted responses.
