Sources Sought Notice Original Set Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14) Kansas City, Missouri VA Medical Center Project 589-22-410, Replace Elevators in Buildings 1 & 15 NAICS Code: 238290, Other Building Equipment Contractors, small business size standard $16.5M Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 15 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms to provide elevator replacement. Responses to this notice must be submitting in writing (email) and must be received no later than December 17, 2021 at 10:00AM. Email: Matthew.Finley@va.gov No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, address, a capability statement, and DUNS number. Project magnitude is anticipated between $2,000,000.00 and $5,000,000.00. (VAAR 836.204) Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award https://www.sam.gov/SAM/pages/public/index.jsf Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Vendor Information Pages (VIP) at https://vetbiz.va.gov/vip/. Description of Project 589-22-410, Replace Elevators in Building 1 & 15 at the Kansas City, MO VAMC. The controls and certain component parts listed below for the elevators in buildings 1 and 15 have reached the end of their useful life thus require replacement. The Traffic Dispatch algorithm is outdated, and a more efficient self-learning system will help address the increase in patient activity in buildings 1 and 15. Building 1 elevators 1-5, building 15 elevators 9 and 10 will require many pieces of equipment and component parts to be replaced all to be compliant with 2019 ASME 17.1 elevator code. Additional work requirements include Remove old, damaged entrance side jambs. Install new entrance side jambs at all location. Jambs shall be 3.5 radius constructed of not less than 14 GA stainless steel. Drive machine and deflector sheave assembles are to be evaluated, reconditioned, or replaced and certify for 30 years continuous use. Overhead sheave assembles are to be evaluated, reconditioned, or replaced and certify for 30 years continuous use. All wiring will be replaced. Wire ways and conduit will be reused and or replaced as required. Elevators will be balanced, tested, and certified at their rated speed and capacity. The contractor will employ an independent third-party inspection, test, and certification professional to witness all final acceptance tests. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for as required by drawings and specifications to be provided when Solicitation 36C25522R0030 is released on or about December 20. The site visit is tentatively scheduled for January 5, 2022, but that date could change and will be clarified in the solicitation. Interested bidders are highly encouraged to attend. Period of performance is expected to be approximately 550 calendar days.
