- 1.� Description:� This is not a solicitation. An Invitation for Bid (IFB) solicitation, in accordance with (IAW) Federal Acquisition Regulation (FAR) Parts 14 and 36, will be issued on or about 21 December 2021. The estimated bid submission date will be on or about 30 calendar days after the solicitation is posted to beta.sam.gov. 2.� Contract Information: ��������� a.� This pre-solicitation announcement is for a Service-Disabled Veteran Owned Small Business (SDVOSB) set aside Design-Bid-Build acquisition to dredge the storm water retention lake and repair/refurbish the site storm drainage system that controls and directs the storm runoff within the cemetery to the lake. The existing erosion control needs to be refurbished and additional erosion control measures installed along Nancy Creek due to flood damage and age. A Firm-Fixed-Price contract award is anticipated to be awarded in, or about, 20 February 2022. Award will be made to the lowest, responsible bidder whose bid, conforming to the invitation for bid, that will be most advantageous to the US Government, considering only price and the price-related factors included in the invitation. The period of performance is 120 calendar days from Notice to Proceed. ��������� b.� The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction) and the size standard of $39.5 Million. ��������� c.� System for Award Management (SAM). In order to be eligible for contract award, a firm must be registered with the SAM database website (http://www.sam.gov). Use of SAM requires prior registration and offerors may register for SAM at http://www.sam.gov. ��������� d.� Solicitation issuance: Prospective contractors will be able view and/or download the solicitation, specifications, and potential solicitation amendment(s) at the Beta SAM website (https://beta.sam.gov/).� Use of Beta SAM requires prior registration and offerors may register for at https://beta.sam.gov/.� Type the Solicitation number W9126G21B0008 into the Beta SAM search box in order to locate the solicitation. Plans and specifications will not be made available in paper format or on compact disc. It is the offeror�s responsibility to continuously monitor the Beta SAM website for any potential solicitation amendment(s). The US Government reserves the right to use only the internet, and particularly Beta SAM, as a means of notification for any amendment(s) to this solicitation. ��������� e.� Subcontracting: (1)� Small businesses will be required under FAR 52.219-14, Limitations on Subcontracting, must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. ��������� f.� Prior US Government contract work will not be required. However, all construction performance must comply with the USACE Safety and Health requirements Manual, (EM 385 1-1), and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. ��������� g.� A 90-day bid acceptance period will be required. ��������� h.� Bonds: Bid bonds are required with bid submission. Performance and Payment bonds will be required from the contractor who is awarded the contract. � � � � � i.� During the solicitation all bidder inquiries will be entered and answered via ProjNet at http://www.projnet.org/projnet.� A bidder key will be provided with the solicitation.� To submit and review bid inquiry items, bidders will need to be a current registered user or self-register into system. To self-register go to web page, click BID tab select Bidder Inquiry, select agency USACE, enter Key for this solicitation listed below, and your e-mail address, click login. Fill in all required information and click create user. IAW FAR 36-204 the estimated Construction magnitude is between $1,000,000.00 and $5,000,000.00 ��������� b.� Description: This project will dredge the storm water retention lake and repair/refurbish the site storm drainage system that controls and directs the storm runoff within the cemetery to the lake.
