- CONSERVATION OF LEATHER The National Park Service, Southeast Region, West Major Acquisition Buying Office, hereby issues a combined synopsis/solicitation for a requirement for Cane River Creole National Historical Park. Cane River Creole National Historical Park (CARI) seeks professional services to provide conservation treatment for museum objects of leather materials originally recovered from the Oakland Plantation and Magnolia Plantation units of the park, both National Historic Landmarks. CARI seeks Contractor proposals that indicate proposed conservation treatment techniques and cost estimates involving two Tasks. Task 1 of this contract involves conservation treatment of 35 museum objects in up to three phases. Task 2 involves development of the final Treatment Report. Refer to Attachment 1 for a complete list of objects which require treatment. Conservation treatment shall include at a minimum photographic documentation before and after, preservation of historic materials to the greatest extent possible, thorough cleaning, sensitive handling and relocation, and other treatments as specified to achieve a good or restored condition description for each museum object. CARI seeks proposals that can protect the objects for a period of at least five years to ensure preservation and maximum benefit to the Government. Proposals must indicate the means of transportation and relocation for the objects, planned conservation treatment techniques, and any proposed subcontracts. CARI seeks the services of a professionally accredited Contractor with a documented record of satisfactory government performance to complete this project. The Contractor must possess experience related to conservation treatment of comparable museum objects and should maintain membership in or accreditation by a professional conservation organization. The Contractor shall have the option to complete treatment work of some large museum objects on site at the park unit. The Contractor shall maintain open communications and provide progress report notices to the COR throughout the project. The Contractor shall document the work in its entirety via photographic images and notes and include such data in the Treatment Report. PROJECT MAGNITUDE: Between $35,000 - $45,000. Davis-Bacon Prevailing Wages for Natchitoches Parish, LA will apply. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code for this acquisition is 561990. It is the contractor�s responsibility to be familiar with applicable clauses and provisions. This Acquisition shall result in award of a firm fixed price contract expected to be awarded by late-December 2021 to early-January 2022. Evaluation factors: The selection will be made by evaluating proposals based on cost, technical approach and relevant experience. See clause section for weighting of these three evaluation factors.
