Description
The Executive Office for United States Attorneys (EOUSA) on behalf of the United States Attorney�s Office, District of Wyoming, invites contractors under the authority of the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, to submit a quote for Grand Jury and Deposition Court Reporting Services described in Attachment 1 � Description of Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued. This procurement is a 100% Small Business Set Aside. The NAICS code for this solicitation is 561492. In order to be considered a small business under this NAICS code, your average annual receipts must not exceed $16.5 million. Attachment - 15JA0522Q00000018: Attachment 15JA0522Q00000018 provides a CLIN schedule and outlines the applicable terms and conditions for this requirement. Attachment 1 - Description of Services: Offerors shall review this attachment for additional details of the requirement to include, but not limited to the following: 1.� Description of the supplies and services. 2.� The statement of work. 3.� Place of performance. 4.� Special Contract Requirements. 5.� Instructions to offerors. 6.� Evaluation Criteria. Attachment 2 - List of Authorized Individuals: Attachment 2 is provided for informational purposes only (see reference in section C.10 Orders of Attachment (1)) and no action is required. At time of award, a completed list will be provided as part of the contract. Attachment 3 - Checklist: This check list is provided to assist offerors with preparing a complete proposal. Details of each item can be found in Sections K and L of the solicitation. Note - FAR 52.212-3 begins at the bottom of page (48) of Attachment 15JA0522Q00000018. Attachment 4 - Federal Grand Jury Court Reporter Contract Security Review Checklist: Attachment 4 is provided for information purposes only and no action is required. Attachment 4 provides an overview of the security requirements as defined under EOUSA AI-10-1E of Attachment 15JA0522Q00000018 (p. 24) and Attachment 7. Attachments five (5) and six (6) - Wage Determination: Attachments (5) & (6) are provided in accordance with the Service Contract Labor Standards Act to establish the applicable Department of Labor Wage Determinations for the locations where Grand Jury and Deposition Court Reporting Services will be offered. Attachment 7 - Personnel Security Requirements for Contractor Employees Unclassified: Contractors will require a background investigation in accordance with the terms and conditions outlined in this attachment. Note - Grand Jury is considered a ""High Risk Position."" Please refer to Section L of Attachment 1 to ensure your quotation contains all the information and content required for a positive evaluation pursuant to the evaluation factors outlined in Section M. Proposals are due to the Acquisitions Office by 4:00 pm EST on January 3, 2022. Proposals submitted in response to this Request for Proposal will only be received in the following manner: via email to jonathan.mayfield@usdoj.gov. All eligible, responsible sources may submit a proposal, which shall be considered. Proposals that are submitted late will not be evaluated. Questions may be emailed to Jonathan Mayfield no later than December 23, 2021. At the Government�s discretion, questions may or may not be answered; questions that are answered may be provided to all prospective offerors. Telephone calls/voicemail will not be accepted or acknowledged. In accordance with FAR 13.106-3(c), if the award value is less than the Simplified Acquisition Threshold (currently $250,000.00), the only automatic notice of award to unsuccessful offerors will be a notification through an electronic commerce method (SAM.gov).
