Description
This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter. NASA is either engaged in, soliciting, or planning to release opportunities for agreements with industry to advance commercialization of Low Earth Orbit (LEO). To potentially help offset cost associated with development of space flight hardware, and associated ground training, supporting these agreements, NASA contemplates offering the Government Property (GP) listed in Appendix A. This RFI is not directly related to any existing solicitation but applicable to all entities interested in participating in NASA Commercial�LEO agreements. Introduction: This RFI is being used to determine interest in the property listed in Appendix A. Please note that Appendix A has been redacted for export control purposes. A full version of Appendix A is available upon request. Company representatives can request access by emailing Kathryn Taylor, at kathryn.taylor@nasa.gov. The email must include the following information in order to be cleared for access to export controlled data: Name, Company Name, Citizenship, Contact Address, Contact Phone Number, Contact e- mail address, Government clearance (if applicable), and NASA Domain Consolidation (NDC) Username (if applicable) Foreign nationals will be required to complete a Non-Disclosure Agreement (NDA) The property, and related Ground Support Equipment (GSE), was developed for use during the International Space Station (ISS) life cycle, but can now be offered to Commercial Providers, which are planning to further NASA�s mission to commercialize LEO. The level of information provided in Appendix A is intended to support a decision on whether the property is of value to industry, considering: Current property status Any known open work Estimated transportation requirements This data should enable assessment of whether the property, provided in an �as is� condition, offers sufficient benefit to industry, when considering cost versus benefit. For the purposes�of this RFI, �as is� means that the property contemplated for offer would be provided 1) without any further Government modifications to either equipment/material/supporting data 2) would not include any subsequent NASA involvement in either sustaining or maintenance and 3) would carry neither a warranty nor offer an opportunity to claim an equitable adjustment associated with performance, etc. Transportation cost estimates provided are for decisional use only and are not representative of firm quotes. Costs are based on a mixture of current rough order of magnitude estimates and escalation of historical costs incurred for like moves. Funds Available to Enable Property Provision: There is no dedicated budget associated with transfer of the Appendix A property. NASA will cover move support required to remove the property from the either the Kennedy Space Center (KSC) Space Station Processing Facility (SSPF), or another KSC warehouse. All costs�associated with moving the property from a delivery point just outside the KSC facility door/loading area will be borne by the Commercial Provider. Of note, NASA is refurbishing the Super Guppy Support Fixture (SGSF) for use in either the Super Guppy/Beluga (relevant because the fixture is needed to transport element-level property like the MPLMs), but any air transportation costs beyond availability of the fixture are the responsibility of the Commercial Provider. Company Information/Required Rationale: The following information is required, in order for the RFI response to be considered: Company name, point of contact name, phone number, e-mail address. Major economic development activities underway/anticipated which are tied to the NASA Commercialization of LEO portfolio. Specifics on existing/planned participation should be provided (e.g. agreement the company is participating in, bidding to), if at all possible. If these specifics are not available, please provide detail on intended property use and timeframe associated with that use. Response Preparation and Transmittal: This is a request for information only. It is not a procurement, nor a commitment to procure items or services, or a request for proposals. NASA will not reimburse any costs incurred for preparation or submission of information in response to this RFI. NASA reserves the right to share all information received in response to this RFI throughout the agency and to use all information submitted in response to this RFI to determine forward steps on provision of Appendix A property. Competition sensitive data requiring protection should not be submitted, if possible. If competition sensitive data is required to answer any of the questions in this RFI, the data should be clearly segregated and marked appropriately. Although information contained in this request represents current available program property, it is subject to change. Additionally, NASA has not determined the method of property provision, in the event the agency agrees to offer it to Commercial Providers. Questions and responses shall reference this RFI. Interested parties should submit a response of no more than 10 single-sided pages indicating their interest, as described�above. Microsoft Word format is preferred for the response, but other Microsoft Office products may be used. A cover page may be added in addition to the 10 pages.
