1. PURPOSE OF THIS ANNOUNCEMENT: THIS SOURCES SOUGHT NOTICE IS ISSUED SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. No formal solicitation documents exist at this present time. Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may be published via SAM.gov | Contract Opportunities. 2. INFORMATION ABOUT THE PROJECT: This notice constitutes market research for the construction of a new service area at the Brittany American Cemetery and Memorial in Saint James, France under NAICS code 236220. The American Battle Monuments Commission (ABMC) is seeking general contractors capable of constructing a 900m2 building with a 2000m2 exterior service area, including: Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personnel services necessary to perform the work; Demolition of a hangar; Construction of an access road allowing tanker access to fuel tanks; Construction of an asphalt parking lot with a drainage system for 19 people; Construction of two new technical buildings near maintenance activities with electricity, water, compressed air, and waste water; Construction of a wastewater treatment plant for 30 people; Construction of a new fuel station and distribution pumps with 5000 liter tanks for SP95 and Diesel; Redevelopment of green space; Work collaboratively with the ABMC Facility & Management Team and other identified stakeholders as prescribed by the Facility Management Director and/or Contracting Officer�s Representative (COR); Provide the appropriate team and comprehensive strategy to fulfill this requirement; Be responsible for the implementation and monitoring of safety in regards to signage and fencing. 3.�ADDITIONAL INFORMATION: � Per FAR 26.204(f) Disclosure of the magnitude of construction project, the estimated contract value is between: $1,000,000 - $5,000,000 (USD); Estimate duration of construction is approximately 2 years (24 Months) plus a 1 year (12 Months) warranty period, following completion; The resulting contract will be a Design-Build, Firm Fixed Price (FFP) construction contract. Should a future solicitation be posted, interested vendors will have an opportunity to view the job sites and ask questions. 4.�RESPONSE TO THIS ANNOUNCEMENT: If you are interested, capable, and can provide the required service, please provide the requested information as indicated below: Company name, address, point of contact, size of business, DUNS, and Cage Code; Any current of former experience with federal contracts? If so, provide the contract type and number; Provide any previous contract award information for past similar projects. All responses to this Sources Sought notice shall be submitted via email to Ms. Patricia Moreno Maza at morenop@abmc.gov and Mr. Anthony Melicharek at melichareka@abmc.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted in response to this Sources Sought notice. Responses must be received no later than (NLT) Wednesday 22 December 2021 by 1400 EST. 5.�SPECIFIC INSTRUCTIONS ON HOW TO REGISTERING TO BE ELIGIBLE AS A CONTRACTOR WITH THE US GOVERNMENT: In order to do business with the US Government as a contractor, a company must be registered with the System for Award Management (SAM, www.sam.gov).� In order to register on SAM, a company must obtain a NCAGE code and a DUNS number.� You can apply for an NCAGE code and a DUNS number simultaneously, but both must be obtained in order to register on SAM. An NCAGE code is a five-character ID number used by the US Government to identify international companies.� All non-US firms must obtain an NCAGE code. How does your company obtain an NCAGE Code? Generally it takes approximately 24-48 hours to obtain an NCAGE code. DUNS Number. A DUNS number is a unique nine-digit identification number for each physical location of a business.� How does your company obtain a DUNS number?� Go to the following web location to obtain a DUNS number at no cost: https://fedgov.dnb.com/webform/.� Generally it takes approximately 7-10 business days to obtain a DUNS number. SAM Registration. The System for Award Management (SAM) is a registration database required for all US Federal Government Contracts and where you will find contract opportunities all over the world.� You can register on SAM at: https://www.sam.gov/SAM/pages/public/loginFAQ.jsf.� For help with SAM registration, see the SAM Quick Start guide at: https://www.sam.gov/SAM/transcript/Quick_Guide_for_International_Entity_Registration.pdf. Generally it takes approximately two weeks to for SAM to activate a registration, from the date it receives a completed registration.
