- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, OAR HQ, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Shindig, 655 Broadway, Suite 303, New York, NY 10012 for the Shindig Virtual Meeting PlatformSoftware Licenses for use by NWS Office of the Chief Learning Officer (OCLO) as a virtual classroom for the Radar Applications Course for distance education. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) National Weather Service Office of the CLO�s requirement for a training platform that provides the following: No Downloads or Registration: Browser based and user friendly. No download, no installation, no account registration Compatible with Chrome, Firefox and Microsoft Edge Browsers. Easy Administration: Enable two users on admin, simplifying question and event management. Invite/RSVP System:� Guest list management and automatic email reminder generation. Sidebar Feature for instructor/host can privately video chat with any individual student/audience member. No Open Mic Feature:� Prevent bad actor or unintended interruptions. Screen Share Feature: Share the contents of the presenter's screen with the entire class/audience. Recording Feature:� Allow for easy creation of new video content. Ability to deploy event video on website or WDTD Official YouTube channel. Mute your mic to reduce background noise Podiums for admin, lead instructor, or anyone who needs to speak to the whole class. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 10 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
