Page 18 of 18 PROJECT NAME: PROJECT #674A4-21-108 UPGRADE FIRE ALARM SYSTEM, CAMPUS-WIDE, WACO, VAMC SOLICITATION NUMBER: #36C25722B0003/36C257-22-B-0003 AMENDMENT A00003: BID DUE DATE: FRIDAY, DECEMBER 10, 2021 @ 1:00 PM, CST, SUBMIT VIA EMAIL TO gaila.lowe@va.gov 1. RFI #5 and #6 direct that existing multi-mode fiber is to be used and that if new fiber is needed, this would be a change to the contract. 5. The campus riser diagram on drawing G002 does not indicate if the campus fire alarm loop is new, what size and type cable nor the routing of the cable? Please clarify if the campus fire alarm loop is new and if there is an existing underground conduit between the buildings? COR RESPONSE: Existing multi-mode fiber is to be used. Note: A/E team is looking at wireless system.  6. If there are new conduit between the buildings can we bore under the roadways using HDPE conduit? COR RESPONSE - If a new conduit or fiber is needed, this would be a change to the contract.    A/E SECONDARY CLARIFICATION RESPONSE: This is actually in conflict with #22. Per the contract, only work inside the buildings is included under this project. Anything regarding the fiber loop would be additional to the base contract. In theory, if the GC doesn t touch anything outside the building it wouldn t matter about the fiber loop. But, as discussed, several times we do know the loop needs to be replaced and the infrastructure is already in place with an empty duct bank. I think the response is that anything outside the building envelope would be in addition to the base contract. COR SECONDARY CLARIFICATION RESPONSE: Amendment #2, item #5: If fiber existing network is found to be damaged or inoperable, is contractor responsible for replacement of fiber? COR Response: If it is working now, we expect it to be working with new equipment. The Contractor would not be responsible for something outside limits of construction. 2. RFI #23 conflicts with RFI #5 and #6.  RFI#23 states that the contractor is responsible for replacement of fiber if it is found to be damaged or inoperable. 23. If fiber existing network is found to be damaged or inoperable, is contractor responsible for replacement of fiber? A/E RESPONSE: Yes  COR SECONDARY CLARIFICATION RESPONSE: (Again Amendment #2, item #5 same as above) -- Amendment #2, item #5: If fiber existing network is found to be damaged or inoperable, is contractor responsible for replacement of fiber? COR Response: If it is working now, we expect it to be working with new equipment. The Contractor would not be responsible for something outside limits of construction. 3. How do you want contractors to proceed?  Full replacement of the existing multi-mode fiber is in the magnitude of $250,000.    COR SECONDARY CLARIFICATION RESPONSE: Excerpt from Amendment #A00001: 5. Also, RFI #77 response directs contractors to comply with VA Fire Protection Design Manual and the specifications.  Neither provide guidance on whether a Class A or Class B system is to be used.  It is up to the Authority Having Jurisdiction (VA) and the customer (VA) to determine the class of system to install. How do you want contractors to proceed?  Should contractors bid the entire system as Class A or Class B? 77. Is Class A or Class B fire alarm wiring required? A/E RESPONSE: Comply with requirements of the VA Fire Protection Design Manual and the specifications.
