Description
This is a Draft Request for Proposal (RFP) as defined in FAR 15.203(a)(2) for a new award. The enclosed draft solicitation, numbered N00024-21-R-5107, outlines the anticipated contract line item structure, statement of work, delivery and attachment list for this requirement. The applicable NAICS code is 334111, Electronic Computer Manufacturing. NAVSEA requests that your firm submit responses to the anticipated contract award structure and provide any questions or comments pertaining to the line items, statement of work, delivery or attachments list on or before 7 January 2022. The Department of the Navy, Naval Sea Systems Command (NAVSEA), Program Executive Office Integrated Warfare Systems (PEO IWS) has issued this Draft RFP to identify potential areas to better develop the solicitation including the statement of work. PEO IWS is interested in small business industry responses as this draft solicitation is a total small business set-aside. Portions of the Navy's Technical Data Package (TDPs) are available to interested U.S. companies upon request and approval to support developing responses to this Draft RFP. The TDP is marked Distribution Statement D. Only one copy of each TDP will be distributed per eligible respondent. To obtain the attachment, interested companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement verifying eligibility and authority to receive export-controlled information. In addition, interested companies must complete the Government Furnished Information (GFI) Request Form � Attachment 1 and the Terms of Use Agreement � Attachment 2, attached to this Draft RFP notice. The GFI Request Form, DD Form 2345, and the completed Terms of Use Agreement shall be submitted via email to the Contract Specialist, kelly.t.torres.civ@us.navy.mil, with a copy to the Contracting Officer, eliott.m.lee.civ@us.navy.mil, and the Technical Point of Contact, james.d.simon10.civ@us.navy.mil. Please make the request within 10 days of this posting as it may take several days for the Government to review and approve access to the documents. Questions regarding this Draft RFP, the provided GFI, or the requested responses should be submitted via email to Contract Specialist, kelly.t.torres.civ@us.navy.mil, with a copy to the Contracting Officer, eliott.m.lee.civ@us.navy.mil, and the Technical Point of Contact, james.d.simon10.civ@us.navy.mil using the attached Question Submittal Form � Attachment 3. This Draft RFP is issued for informational and planning purposes only and does not constitute a solicitation or a Request for Quote (RFQ). This Draft RFP is not to be construed as a commitment by the Government to issue a solicitation or award a contract. Responses to this Draft RFP notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Information submitted in response to this Draft RFP will become the property of the United States Government. Submitters should properly mark their responses with the appropriate restrictive markings, pursuant to DFARS 252.204-7008(c)(1), interested companies are advised proper safeguarding of Controlled Unclassified Information (CUI) is considered a special standard of responsibility for this Draft RFP. Interested companies should provide a response on or before 4:00 pm Eastern Time, 7th day of January 2022. Each submission should include one electronic (virus scanned) copy sent via e-mail to Kelly Torres (kelly.t.torres.civ@us.navy.mil) and cc Eliott Lee (eliott.m.lee.civ@us.navy.mil). Please include the Draft RFP Title in the subject of the e-mail. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice.
