Sources Sought Notice Amendment # 1 The Sources Sought�Notice close date has been changed to 14:00pm EST, Friday, 10 December 2021. The capability instructions have been modified. Please see below. ""Please provide a Capabilities Statement, which must address at a minimum the following items: 1) Explain your experience successfully hiring and managing a large contractor workforce (75+) that includes the diverse mix of labor categories in this PWS (Operational Architect, Software Developer, Sys Admin, Database Manager, Information Assurance, Cloud Engineer)? Specify whether support was provided as a prime contractor or a subcontractor. 2) Explain your experience successfully managing a large contract ($10M-$20M annually over multiple years) with similar labor categories. 3) Describe similar projects your company has successfully undertaken combining the major PWS requirements (operational architecture, cloud environment management, cloud migration, software development, and the Army�s capability development process, data stewardship and management) into a harmonious, synchronized team capable of providing over 400 high quality and timely deliverables on an annual basis? 4) Do you have personnel with key leader, architect, and IT experience, qualifications, and certifications? Do these individuals meet the security/clearance requirements? 5) Do you have the experienced key leaders that can operate in a senior U.S. Army leadership environment? If so, provide examples. 6) Describe your proven experience in developing Army and Joint Operational Architecture and emerging related technologies? 7) Do you have experience in leading Joint and Army Multi-functional Integrated Architecture Process Teams? Provide examples. 8) Explain your experience with understanding capability development processes and governance forums to ensure operational architecture products effectively support force modernization related decisions? Provide specific examples. 9) Describe your experience working with Operational Architecture and experience with the architecture development tool, Magic Draw? 10) What experience do you have successfully operating, maintaining, and enhancing environments such as ArCADIE and the Modular Data Environment (MDE)? 11) What is your experience enabling, enforcing, and maintaining DoD cybersecurity standards on cloud based applications such as ArCADIE and MDE? 12) What is your experience establishing/maintaining/modernizing cloud based applications utilizing the Development, Security, and Operations (DevSecOps) deployment model? 13) What is your experience in developing cloud native applications In the Microsoft Azure environment at IL5 and IL6? 14) Explain your experience with developing data standards and definitions for DoD entities? 15) Describe similar projects that your company has performed that are similar in nature to the requirements stated within the request? For example large scale application migrations to an Azure cloud at both IL5 and IL6? 16) The FCC programs under this contract often require quick turnarounds. One potential project could be that the Army decides to change cloud service providers. Please state your experience in rapidly migrating Azure based cloud applications to AWS at IL5 and IL6. 17) Do you have experience managing development efforts for applications supporting a disparate user community producing data level projects/products for multiple organizations with varied lines of business? Please provide examples. 18) Describe your experience with Data Analytics tools or platforms (e.g. Python, R, SAS, Excel, Power BI, Tableau, Apache Spark, and Azure Synapse Analytics). 19) If the intention is to compete as a Prime Contractor, describe and demonstrate your ability to successfully participate as a Prime Contractor on this requirement. Also, indicate the percentage of work you intend to perform with company resources, as well as the percentage of work you intend to subcontract, broken out by large and small business subcontractor categories. 20) If the intention is to compete as a small?business prime, please identify what percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors (Note: In accordance with FAR 52.219?14 Limitations on Subcontracting (DEVIATION 2020?O0008) �Similarly situated entity� means a first?tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first?tier subcontractor that is a HUBZone small business concern for a HUBZone set?aside). 21) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women?Owned, HUBZone, or Service Disabled Veteran?Owned Small Business concern. 22) Please note that under a Small?Business Set?Aside, in accordance with FAR 52.219?14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods. 23) Can or has your company managed a team of subcontractors before? If so, provide details. 24) If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 25) Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 26) Please offer recommendations to improve the approach (including contract type)/specifications (including NAICS and PSC)/draft PWS to acquiring the identified services. 27) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion"". Background (Originally posted): The Mission Installation and Contracting Command (MICC) ? Fort Eustis is conducting market research to identify parties that are interested in, and have the resources to, provide Architecture Integration and Management Division (AIMD) Mission Support Services. The contractor shall provide services for Army enterprise architecture development, integration, and validation support services for the Army Futures Command (AFC), Futures and Concepts Center (FCC), Architecture Integration and Management Division (AIMD), Joint Base Langley-Eustis, VA, in support of U.S. Army and Joint requirements. This task order provides direct support to AIMD in the accomplishment of its mission and fulfillment of its role as the Army�s Architecture Data Steward (ADS), Army Futures Command Operational Architect, and Executive Agent for the Army Capabilities and Architecture Development and Integration Environment (ArCADIE), and Capability Development support services.
