FY 23-27 Standard Missile (SM) Program Engineering and Technical Services (ETS) Anticipated Solicitation Number: N00024-22-R-5456 Agency: Department of the Navy Office: Naval Sea Systems Command (NAVSEA) Location: NAVSEA Headquarters This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program.� The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing FY 23-27 STANDARD Missile (SM) Program Engineering and Technical Services (ETS). The Government is seeking responses from sources that can provide engineering technical services in support of SM research and development efforts; design, systems, and production engineering; technical services; evaluation services; component improvement services; production-proofing services for missile producibility, missile production, and shipboard integration for SM-2 and SM-6� anticipated to begin in September 2023. The Government has provided an outline of some of the work anticipated to be completed under the expected ETS contract as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be cost-plus-fixed-fee level of effort for services and firm fixed price for ancillary supply items. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to the Contracting Officer, Eva Hochman, at eva.a.hochman.civ@us.navy.mil� and Contract Specialist, Aban Iqbal, at aban.h.iqbal.civ@us.navy.mil with �FY23-27 SM ETS Sources Sought Response� in the subject field. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in Enclosure (1), and answers to the following specific questions.� Please limit your response to no more than 5 pages. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,000 or less employees)? How many employees does your company have? Does your company have a website? If so, what is your company�s website address? Does your company have a satisfactory performance record for the type of work required?� Please provide examples of relevant and recent (within three years) past performance. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? Given the complexity of the work described in this announcement, including Enclosure (1), please describe your company�s historical experience completing work on similar systems at a similar complexity on the critical systems outlined in Enclosure (1), or briefly describe how your company would be capable of meeting these requirements as of contract award. Enclosure (1): Outline of some of the work anticipated to be completed under the expected DLMF 1.0 BACKGROUND.� The planned acquisition will provide ETS in support of the SM programs for the U.S. Navy, Foreign Military Sale (FMS) customers, and Other Government Agencies (OGA). � 2.0 GOVERNMENT�S REQUIREMENTS.� 2.1 General Requirements. STANDARD Missile requires engineering and technical services for continuing support of advanced technology activities/demonstrations associated with current and future SM improvement programs. Research and Development (R&D) activity initiated under the ETS procurement will transition, as appropriate for each program, to individual completion contracts. SM engineering and technical services is integral to the navies of allied and friendly foreign nations and has prevented unnecessary duplication of R&D and production efforts, thereby freeing friendly European and Asian aerospace resources to pursue other mutually beneficial programs. The engineering and technical services support evaluations of advanced missile configurations and technology efforts with potential for future SM development programs for FY 2023 � 2027. This will include test equipment and installation, checkout equipment, program facility support and Design Agent Services. ETS services consist of: research and development efforts; design, systems, and production engineering; technical services; testing and evaluation services; component and capability improvement services; parts obsolescence mitigation; field support production proofing services for missile producibility; missile production support; and shipboard integration.�� 2.2 Delivery Period for Evaluation Purposes. (FY2023-FY2024) SM 2 and 6 ETS (FY2024-FY2025) SM 2 and 6 ETS (FY2025-FY2026) SM 2 and 6 ETS (FY2026-FY2027) SM 2 and 6 ETS 3.0 REQUESTED VENDOR INFORMATION. Interested vendors requested to respond to this RFI with a white paper to include: 3.1 Executive Overview. The executive overview of the White Paper should explain how the vendor�s will perform the efforts in paragraph 3.0. 3.2 Technical Approach.� Provide a technical description of how the vendor will meet the Government�s desired capabilities in 2.0 Government�s Requirements.� Discuss the envisioned improvement(s).� Discuss the engineering and logistics work needed to support the STANDARD Missile scope of work provided in Sections 2.1 and 2.2.� Emphasize on the performance data that exists, what testing is necessary, how the success will be measured, and how the project work scope or previous testing ensures the product performance will be reliable and maintainable.� Discuss past performance of the company or team with this technology and detail previous products or accomplishments in this or closely related projects. 3.3 Schedule. Provide a notional summary schedule for the envisioned effort, including engineering work, any design reviews, testing, and deliveries aligned to 2.2 Government�s Delivery Period for Evaluation Purposes.� 3.4 Vendor White Papers. Submit white papers in Microsoft Word for Office 2000 compatible format, and are due no later than 20-12-2021 (14 Days), 1500:00 EST. Responses shall be limited to 5 pages. Vendor response shall be as complete as possible addressing 2.0 Government�s Requirements and 3.5 SECURITY/MARKINGs. Administrative information shall include: Company Name, address, e-mail of two (2) designated points of contact Non-Disclosure Agreements (NDAs) with support contractors Business type Facility security clearance of the vendor If email transmission issues are encountered, Unclassified/Proprietary information vendor White Papers can be sent via DoD Safe Access File Exchange (SAFE) at safe.apps.mil to eva.a.hochman.civ@us.navy.mil and Contract Specialist, aban.h.iqbal.civ@navy.us.mil. Do NOT send hardcopies of White Papers (including facsimiles), as only electronic submissions will be accepted and reviewed. Do NOT attach ZIP files, locked files, encrypted files, or password-protected files. The Government will scan all files submitted, if a virus is detected, it may be grounds for rejection of the White Paper. The White Paper should be a single file, including Gantt or other work plan charts and attachments/enclosures. Send each White Paper separately if submitting more than one response. Cost data is not required in the response to this RFI. 3.5 Security / Markings. 3.5.1 Marking � �PROPRIETARY INFORMATION (PI) MARKING. Vendor PI must be clearly marked and submitted via DoD Safe Access File Exchange (SAFE) at safe.apps.mil. Please be advised that all submissions become Government property and will not be returned. 3.5.2 IWS Support Contractors. �IWS 3.0 support contractors will perform analysis to vendor white papers submitted in response to this RFI to include Technomics Inc, and TMB.� Proprietary Information submitted in response this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as �the Act�) as implemented in the FAR. These companies are bound contractually by Organizational Conflict of Interest (OCI) and non-disclosure clauses with respect to proprietary information. Support contractor personnel are procurement officials within the meaning of the Act and will take all necessary action to preclude unauthorized use or disclosure of vendor�s proprietary data. Please acknowledge, in your response, your understanding and acceptance of support contractor personnel having access to the information you are submitting. 4.0 INDUSTRY DISCUSSIONS. Surface Ship Weapons (IWS 3.0) representatives may or may not choose to meet with respondents. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 QUESTIONS. Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, eva.a.hochman.civ@us.navy.mil and Contract Specialist, aban.h.iqbal.civ@navy.us.mil.� Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 13-12-2021 will be answered.� When submitting questions, include the following in the subject line of your email: �RFI N00024-22-R-5456 Questions.�� Requestor may post questions and answers to the www.sam.gov. 6.0 SUMMARY. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide FY 23-27 Standard Missile (SM) Program Engineering and Technical Services (ETS). The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
