Description
The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energys primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nations energy goals to industry. NREL is managed and operated by the Alliance for Sustainable Energy, LLC. At NREL, there are multiple buildings and sites that require construction services. The Alliance for Sustainable Energy, LLC has been tasked to develop, solicit, and award Task Order Agreements (TOA) for general construction type work to be performed at the NREL South Table Mesa Campus (Golden, CO), Flatirons Campus (Boulder, CO), Denver West Park (Golden, CO), Refuel Laboratory (Denver, CO), and Golden Warehouse Facility (Golden, CO). Subject to the TOA, NREL will issue individual Task Orders for projects similar to an IDIQ arrangement. NREL offers many opportunities to the local construction, architectural and engineering communities because of the requirement to maintain the laboratorys facilities and sites. The projects will primarily consist of general building type projects, such as: retrofits, renovations and some new construction. Construction will involve complex research laboratories, high hazard occupancy, office space, safety enhancements, roofing, sitework, electrical, mechanical, plumbing, structural, fire protection, security improvement, finishes, parking facilities and lots, infrastructure improvements, maintenance facilities, curb and gutter, roads, sidewalks, painting and drywall repair, etc. Therefore, join us in our mission by continuing to improve our sites and facilities so NREL can continue to accelerate the development of renewable energy and energy-efficient technologies. NREL intends on issuing a Request for Proposal within the next 60-90 days of this notice and will request small business industry interests through the submission of a rsums and capability statements. Detailed requirements will be included in the posting. It is also NRELs intent to award five (5) Task Order Agreements for Construction Services, unless a number more than five (5) is determined to be in the best interest of the Government. The NAICS code for this 236220. Each TOA will include a Basic Annual Period plus four (4) Annual Option Periods. It is estimated each periods ceiling amount will be set at $1,000,000.00 totaling $5,000,000.00, if all options are exercised. Task orders will be firm fixed-priced, normally in the range of $50,000.00 to $500,000.00 per Task Order. However, Task Orders under or over these amounts may be considered if deemed to be in the Governments best interest. The solicitation will be 100% Total Small Business Set-Aside. However, the work to be performed and the requirements that must be met are recommended for Small Businesses with Annual Gross Receipts ranging from $10,000,000.00 to $39,500,000.00. The following links are being provided for convenience: https://www.sba.gov/document/support--table-size-standards https://www.sba.gov/size-standards Offerors shall have a bona-fide office located within 100 miles or shall be able to demonstrate their capability to perform in this area: National Renewable Energy Laboratory 15013 Denver West Parkway Golden CO 80401 No contract award will be made to any contractor that is not registered or in the process of registering with the System for Award Management (SAM).
