- The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Cytocybernetics, Inc. The requirement is for the procurement of one Cybercyte 1.0 complete system: Cybercyte DC1 Dynamic Clamp System. The requirement is for the contractor to provide and ship this equipment (all components that make up this system) to VA Health Care System in St. Louis. This procurement shall be inclusive of shipping and handling charges (FBO Destination). Ancillary services required for this requirement is online installation support and online technical (software and hardware) support. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that Cytocybernetics, Inc., is the only contractor that can provide this specific equipment needed by the R&D Laboratory at Washington University of Medicine in St. Louis. Specifically, the salient characteristics of the Cybercyte DC1 Dynamic Clamp System that are unique are as follows: 16 channel Analog to Digital Interface with 16-bit resolution and 100kS/s per channel Linux computer to run Dynamic clamp software (simulations and acquisition) Compatible with the computer-controlled Axon Multiclamp 700B Patch Clamp Amplifiers presently in use in electrophysiological studies in the lab Compatible with the Molecular Devices pClamp data acquisition and analysis software presently in use in electrophysiological studies in the lab Readily interfaced/integrated with the computer-controlled Axon Multiclamp 700B Patch Clamp Amplifiers presently in use. Readily integrated with the Molecular Devices pClamp data acquisition and analysis software presently in use. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Monday, December 13, 2021, (4:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
