Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the�format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation� and Solicitation for Commercial Items,� as supplemented with additional information included in�this notice. This announcement constitutes the only solicitation for quotes that are being� requested.� SEE ATTACHED RFQ DOCUMENT. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated�provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 2021-07,�effective date September 10, 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is�621511, with a small business size standard of $35.5M. The United States Department of Agriculture (USDA) Forest Service requires rapid deployable mobile COVID-19 testing sites in an effort to determine wildland fire personnel�s COVID-19 virus status prior to, during, and post-fire assignment to reduce potential virus spread on emergency fire incidents. This temporary emergency need typically occurs remotely where access to Health Department testing is not readily available or accessible. In response to a wildland fire, temporary base camps or Incident Command Posts (ICPs) are established and manned by multi-agency emergency response Incident Management Teams (IMTs). �The ICPs are typically located in remote areas that may be logistically challenging. �Examples of ICPs could be open fields, parks, fair grounds, etc. � Requirement: The Incident ICP will require an onsite vendor with mobile testing center to provide rapid COVID-19 antigen testing 7 days a week for up to 12 hours per day as scheduled with on-site IMT advisors. Length of assignment for vendor personnel can be up to 21 calendar days with approved crew swaps (assignment length will not be capped). �The Incident ICP will have an area for registration, testing, test processing and an adjacent area for personnel waiting for the results of their test. The Vendor shall setup their equipment within the designated area for their own mobile testing unit. The expectation is that vendor personnel will camp on-site with the IMT with meals/catering and showers available at the ICP.� Contractors are requested to submit a Firm Fixed Priced (FFP) quote to provide the services outlined in the statement of work, along with supported Regional Sites. �Contractors must quote one Regional location at a minimum but may quote as many locations as they choose.
