- This is a PRE-SOLICITATION NOTICE The U.S. Department of Veterans Affairs, VISN 20 Northwest Health Network has a need for locum Primary Care Physician Services. The NAICS code assigned to this procurement will be 621111 with a size standard of $12.0 million. The VA may award single or multiple Indefinite-Delivery Indefinite-Quantity, commercial item services contract(s). Contract use will be limited to the eight (8) VA Health Care Systems within the VISN 20 Northwest Health Network. This procurement will be solicited as a Service-Disabled Veteran-Owned Small Business Set-Aside. To be considered a SDVOSB, a firm must be VIP-verified. The Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov will be used to verify SDVOSB status of offerors. The solicitation will consist of a Period of Performance from approximately Date of Award through May 31, 2027. The solicitation is scheduled to be issued on or about January 31, 2022 and will be issued via the Contract Opportunities electronic posting system at https://beta.sam.gov/. The Contractor shall furnish physicians who are Board Certified / Board Eligible in Internal Medicine or Family Practice, to provide services necessary to perform on-site Primary Care Physician Services to eligible beneficiaries of the Department of Veterans Affairs, VA Northwest Health Network. The Contractor s physician(s) care shall cover the range of Primary Care Physician Services as would be provided in a state-of-the-art civilian medical treatment facility. Contractor shall provide services that meet or exceed the American Board of Internal Medicine Guidelines: http://www.abim.org. The Contractor shall furnish services at the locations listed below. Services shall be provided on-site at the following stations, their divisions or campuses, and their associated clinics: VA Portland Health Care System Roseburg VA Health Care System 3710 SW U.S. Veterans Hospital Road 913 NW Garden Valley Blvd. Portland, OR 97239 Roseburg, OR 97471-6513 VA Southern Oregon Rehabilitation Center VA Puget Sound Health Care System 8495 Crater Lake Hwy. 1660 S. Columbian Way White City, OR 97503 Seattle, WA 98108 Mann-Grandstaff VA Medical Center Jonathan M. Wainwright Memorial VA Medical Center 4815 N. Assembly Street 77 Wainwright Drive Spokane, WA 99205 Walla Walla, WA 99362 Boise VA Medical Center Alaska VA Healthcare System 500 West Fort Street 1201 North Muldoon Road Boise, ID 83702 Anchorage, AK 99504 FAR Clause 52.219-14 Limitations on Subcontracting, and VAAR Clause 852.219-74 Limitations on Subcontracting Monitoring and Compliance, will be applicable. The Contractor shall agree, upon award, that in the case for an order for services, it will not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated . Any work that a similarly situated first-tier subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. For an SDVOSB, a subcontractor MUST be VIP-verified in order to be considered similarly situated .
