- Description
- The U.S. Securities and Exchange Commission (SEC) intends to use the procedures of FAR Part 13.501(a) to award a fixed-price purchase order on a sole source basis to West Publishing Corporation for an Application Programming Interface (API) web solution that provides secure integration of data from CLEAR Investigation system into SEC internal applications.�� The SEC has an existing subscription for CLEAR Investigation system which is used by the SEC to gather data on potential violations and violators of law.� The SEC requires a secure means of integrating CLEAR data into internal SEC applications to facilitate better workflow of investigations.�� The Contracting Officer has determined West Publishing Corporation is the only source capable of meeting this requirement because CLEAR System-to-System subscription is the only known API solution capable of integrating CLEAR data, which comes from a proprietary source, into SEC internal applications.�� � The total estimated value of the contract is below the dollar threshold in FAR 13.5 for the Test Program for Certain Commercial Items.� The anticipated period of performance of the contract is a Base Period of four months and three Option Periods of 12 months each.� The SEC anticipates awarding a purchase order to West Publishing Corporation on or about August 20, 2020. � This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
