- The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to Steris Corp 5960 Heirsley Rd. Parts Dept Mentor, OH 44060. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The contract will provide for York Medical Center, who has proprietary maintenance service for their equipment. The equipment is located at Tennessee Valley Healthcare System located at the TVHS, York Campus, 3400 Lebanon Pike, Murfreesboro, Tennessee. The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the maintenance support services which is vital to Patient Care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than December 16, 2021 A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Statement of Work Steris Sterilizer De-install and install 2237# 626-22-1-2101-0004 1. General Information 1.1 Introduction and Overview This requirement is for Sterile Processing Service (SPS) at the York campus located within the Department of Veterans Affairs Tennessee Valley Healthcare System (VA TVHS). 1.2 Background IUSS Sterilizers at the York campus are old and close to end of use. The IUSS Sterilizers at Nashville campus are longer in use and are newer. De-installing 2 old model IUSS Sterilizers at York campus and installing 2 newer model sterilizers at York campus, that were previously removed from Nashville campus. This equipment needs to be installed by the manufacturer. 1.3 Scope of Work De-install 2 older model IUSS Sterilizers and install 2 newer model IUSS sterilizers at the York campus. 2. Requirements 2.1 Tasks and Skills Required Certification to install specified Steris equipment Vendor must supply tools and accessories needed for installation Vendor must provide transportation to and from work site Installation time will be coordinated with SPS management. 2.1.2 Guidelines Guidelines include agency regulations, VA and VHA directives, Sterile Processing Service SOPs, manufacturer instructions and accepted practices. Guidelines consist of vendor publications related to listed requirements. 2.1.3 Personal Contacts Personal contact with facility sterile processing staff 2.2 Other Significant Facts: HEALTH AND SAFETY Complies with all safety and OSHA rules and regulations. CUSTOMER SERVICE Meets the needs of customers while supporting the medical center and service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all medical center staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information. Handles conflict and problems in dealing with the customer, constructively and appropriately. ADP SECURITY Protects printed and electronic files in accordance with the provisions of the Privacy Act of 1974 and other applicable laws and federal regulations. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement. 3. Supporting Information 3.1 Place of performance Sterile Processing Service (SPS) at the York campus. 3.2 Contracting Officer s Representative A Contracting Officer s Representative (COR) will be designated in writing for furnishing technical guidance and advice during the term of the contract. This includes monitoring the general direction of the work to ensure full compliance with all terms and conditions of the contract. 3.3 Personnel Policy/Parking Technician will park in designated vendor parking free of charge in the VA garage. 3.4 Contract Administration The contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. In the event the contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be the sole responsibility of the contract and may not be reimbursed. Interested parties are encouraged to furnish information by email only with Steris for de-installing and installing their OEM Sterilization Equipment Sole Source in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Ayslin Kennett by email at Ayslin.kennett@va.gov The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
