Description

The USDA, Animal and Plant Health Inspection Services (APHIS), Acquisition and Asset Management Division (AAMD), Riverdale, Maryland received a Sole Source justification for the purchase of 6-gram Methyl Eugenol (ME) Plug Lures from Scentry Biologicals, Inc. in Billings, MT.� The plug lures are required for use in Plant Protection and Quarantine�s (PPQ) trapping programs in Edinburg, TX. This procurement is for the acquisition of a sole source�commercial items using simplified procedures in accordance with FAR Part 13. The North American Industrial Classification System (NAICS) number is 325199�- All Other Basic Organic Chemical Manufacturing, with a business �size standard of 1,787 employees. Only one responsible source and no other item will satisfy the APHIS requirement. Scentry Biologicals, Inc. is the only approved source for 6-gram Methyl Eugenol (ME) Plugs Lures. There is no other vendor that can supply these proprietary reagents to meet the APHIS requirements. This request is issued for Plant Protection and Quarantine�s (PPQ) trapping programs in Edinburg, TX.� Scentry Biologics, Inc. is the only known source that meets PPQ�s requirements.� Contract period of performance is January 3, 2022 � January 2, 2027. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals.� DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required 6-gram Methyl Eugenol (ME) Plugs Lures with all the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 1600 Eastern Standard Time (EST) on December 23, 2021. Responses received after this will be considered late and will not �be evaluated. Responses are required to be sent email to margaux.g.nenichka@usda.gov. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov The Government intends to award a Firm Fixed Price contract. The closing date of this synopsis is 4:00 pm, Eastern Standard Time (EST)�on December 23, 2021.
