- The purpose of this solicitation amendment is to provide additional information in response to a vendor question and make a change to the Statement of Work (SOW) also in response to a vendor question. Vendor question: We noticed in the solicitation that under the qualifications section, the PE shall be a full-time employee of the equipment manufacturer or an approved engineering firm. Is there a list of currently approved engineering firms? How does one apply to be on the approved list? The section i. Qualifications in the SOW is hereby changed to the following: Qualifications The short-circuit, protective device coordination and arc flash hazard analysis studies shall be conducted under the supervision and approval of a Registered Professional Electrical Engineer skilled in performing and interpreting the power system studies. The Registered Professional Electrical Engineer shall be a full-time employee of the equipment manufacturer or employee of the awardee The Registered Professional Electrical Engineer shall have a minimum of five (5) years of experience in performing power system studies. The equipment manufacturer or approved engineering firm shall demonstrate experience with Arc Flash Hazard Analysis by submitting names of actual arc flash hazard analysis it has performed in the past year Vendor question: We would like to send our RFQ, and we want to ask respectfully if you have any single line diagram that can guide us in providing you with a good estimate. VA Response: A complete single line diagram/files for the entire facility is not currently available. There have been numerous projects over the last 4 years that have significantly changed the electrical distribution system and there has not been a complete Electrical Studies project to encompass all the changes and consolidate the information into a single working file. The files that are provided in this solicitation amendment are the most up to date information we have readily available, and we have dated them as to when the files were provided to the VA in the file names. There is not a current SKM model file available as the previous contractors that were tasked with updating it corrupted the file and it was not recoverable.
