- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to The Regents of the University of California, DUNS No. 124726725, for SARS-CoV-2 case and mortality data for incarcerated persons and staff working in correctional facilities (prisons and jails). This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. By using manual entry the project team has developed a system to manage and account for data inconsistencies. The UCLA teams use of manual entry has been able to capture data from state DOCs that do not have case and mortality trackers, and as a result, the project team has been able to maintain full coverage of every prison system in the US. The UCLA team also manually and digitally scrapes data for local jails, juvenile facilities and immigration detention centers, making the CBBD Project data the most complete and representative data set for all correctional and detention facilities around the country. Unlike other sources that provide aggregate data by state, the CBBD Project provides a breakdown of cases, mortality, and vaccination status by facility. The UCLA team also routinely checks press releases and news sources for every state and has been able to include data for facilities - usually privately contracted prisons - that are often not included in DOC web trackers. To date UCLA is the only source to provide such nuanced correctional health data that gives CDC a more granular understanding of the impact of COVID-19 at the facility level, allowing for comparisons between facilities, and providing needed context for guidance and technical assistance the agency provides to correctional health partners. More information can be found in the redacted SSJ document. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five(5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Martin F. Nemec at oga2@cdc.gov by 10 a.m. ET on 12/14/2021.
