Description

*Please submit quotes to tracy.m.searcy.civ@us.navy.mil along with spencer.s.matsushima.civ@us.navy.mil Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is stated in the posting and will be issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. (iv) The Government intends to solicit with Other Than Full and Open Competition. The associated NAICS code is 711130 with a small business size standard of $12.0M. (v) Line items are detailed as follows: LINE ITEM: 0001 DESCRIPTION: Initial Payment EXTENDED DESCRIPTION: All services shall be in accordance with the Performance Work Statement. QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 0002 DESCRIPTION: Final Payment EXTENDED DESCRIPTION: All services shall be in accordance with the Performance Work Statement. QTY: 1 UNIT OF ISSUE: Each (vi) This requirement is for a band performance for the US Navy Band. The exact tasks to be performed are in a separate Terms and Conditions document, available upon request. (vii) DELIVERY/POP: 13 December 2021 to 9 April 2022 PLACE OF PERFORMANCE: Please see Performance Work Statement in the Clauses and Provisions. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial (DEVIATION 2018-O0018), applies to this acquisition and is included in the attached clauses and provisions. The Government will issue a sole-source award with prices proven fair and reasonable in accordance with the procedures at FAR 13.106-3(a)(2). Please see solicitation for a redacted Sole Source Justification. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included in the attached clauses and provisions. Unless the Offeror has not completed the annual representations and certification electronically, the offeror shall complete paragraph (c) through (v) of this provision in the attached clauses and provisions. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is included in the attached clauses and provisions. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and all the applicable FAR clauses cited with this requirement are included in the attached clauses and provisions. (xiii) All clauses and provisions applicable to this requirement are included in the attached clauses and provisions. (xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition. (xv) All offers are due by the date and time specified in this posting and shall be submitted via email to the POC email address stated in this posting.
