- REQUEST FOR INFORMATION SP7000-22-RFI-1005 The Defense Logistics Agency Document Services (DLADS) is seeking information from industry to assist with the development and planning of a potential new service requirement called DLA Document Services � Content Management (DLADS-CM). THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. Description of Procurement: The DLA Document Services is seeking information for potential sources to acquire a platform and program service that provides low-code business process automation, intelligent capture, intelligent data analysis, redaction and records management services that combines structured and unstructured content and contextual data processing for Federal agencies. To provide a competitive, cost effective, and objective solution to our customers. The system would be accessible world-wide via a FedRAMP certified environment that operates on various DoD Impact Levels. Scope of the Effort: The DLA Document Services solution set shall consist of a single enterprise Commercial-off-the Shelf (COTS) platform that can handle all services to include low-code business process automation, intelligent capture, intelligent data analysis, redaction, DoD 5015.02 records management, dashboard using a single sign on portal with the ability normalize imported artifacts and records. All services will need to be accessible via a unified Single Sign-on web portal for consolidation and reporting. COTS products shall be obtainable by integrators and offerors who are partnered with the products� vendors. Place of performance: The work will be managed virtually by DLA Document Services HQ; Contractor�s Facility; and potentially at any cloud environment that is ultimately selected if touch maintenance or on-site activities dictate a physical presence. Travel in and around the primary place of performance may be required throughout the period of performance. Additional travel to Global (CONUS/OCONUS) locations may also be required. Capability Area 1: Program Management � Describe your experience in providing Program Management strategic leadership and vision. The Program Manager�s responsibilities will include quality assurance, progress/status reporting, schedule, risk identification/handling/mitigation strategy and program reviews. � Describe your experience and ability to provide dedicated phone lines both toll and toll-free and Live Chat to be used exclusively for activities supporting this program. � Describe your ability to develop and maintain a microsite that will be dedicated to this program. This website shall include materials such as: � Contract Information � Contract FAQ Document � Product Information � Catalog/Pricelist Information � Additional Contractual Information � Government References with Contact Information Capability Area 2: Account Management Describe your experience and approach to account management to include: � Assistance with the license distribution procedures established by the contract � Product expertise/assistance � Configuration assistance � Support for downloads � Support for customers migrating from existing license contracts � On demand historical download reports � Contracts questions � Assistance with product version, updates, and upgrade questions � Ensure timely delivery of Evidence of Entitlement (or related) � Evidence of Entitlement (or related) supported by matching receipt � Co-terming maintenance renewals and existing agreements � Providing Help Desk Support Capability Area 3: The Business Development Specialist Note: The Business Development Specialist will be responsible for following the DoD Business Capability Acquisition Cycle (BCAC) Support Process. � Describe your track record performing business process automation solution selling. � Describe your experience in identifying and decision makers and opportunity type. � Describe your experience in qualifying opportunities to include sales methodologies, Telephone sales, face-to-face meetings, capabilities presentations, diagnosing customer needs, understanding the stakeholders/ decision making process, gaining access to decision makers. � Describe your solution visioning capability to craft a potential solution and establish value through business case development. � Describe your experience in negotiating best value for the government. � Describe your experience and custom relationship development approach that ensures project success and identifying new opportunities. � Provide your experience and approach to delivering solution selling training. Capability Area 4: Business Development Solution Engineer � Describe your experience and approach to providing Business Development Solution Engineering services. � Describe your experience in overseeing portfolio software evaluation recommendations, solution architecting, requirements/design oversight, initial project plans and design execution validation. � Provide your experience in delivering the following deliverables: � Product and solution presentations for customers � Roadmap presentations on product direction and industry trends � RFI and RFP technical and functional responses � Product demonstrations � Preparation and presentation of whitepapers � Customer Specific �Proof of Concepts� � Capability Implementation Plan � (CIP) � Capability �To Be� Process Maps � (CPM) � IT Functional Requirements � (ITFR) � Information Assets � (IA) � Capability Master Schedule � (CMS) � Draft Request for Proposal � (RFP) Capability Area 5: Program Marketing/Product Branding Support Describe your ability to conduct government specific marketing events to include: � Quarterly Newsletters � Annual government summits � Brochures � Product specific webcasts � Host Vendor Days � Onsite training seminars � Representation at government shows � Host Government User Groups � Outbound Call campaigns � Executive Forums � News Announcements � Social media promotion (Twitter, Linked In, Facebook,) � Website content/reciprocal links (website page; content for contract sponsor page) � Marketing materials (FAQs, contract overviews, solution spec sheets, PowerPoint slides) � Training documents � Co-branded tradeshow graphics, giveaways, display materials � Tradeshow participation (national, state and local government and education shows) � Digital and print ads � Email campaigns � Proactive marketing opportunity available through partnerships Capability Area 6: Description of Potential COTS Products � Describe the features of potential COTS products that could meet the requirements described in the Introduction section above. � State whether the potential products would allow a single enterprise COTS product that can handle all services configured and fielded incrementally, or multiple COTS products for each service in a Software-as-a-Service (SaaS) model. � Describe any alternative methods that could accelerate time to capability and enhance cost efficiencies. Capability Area 7: Experience with configuring DoD or Similar Government Enterprise Systems � Describe your experience in providing capabilities and solutions and configuring those products to address all; or like efforts that address similar automated business processes, intelligent data capture, redaction, DoD 5015.02 records management and structured/unstructured data analysis business models/processes. � Describe your experience with seamlessly integrating different COTS solutions and technologies in a cloud hosted environment. � Describe your experience configuring, customizing, and testing disparate COTS products to align with Information Technology functional requirements in a DoD/Federal environment(s) on various DoD Impact Levels. � Describe your experience or plan to deploy a complex Enterprise system for DoD users in a government approved Cloud environment (e.g., milCloud, Government Community Cloud) and to successfully gain an Authority to Operate using the Risk Management Framework (RMF) cyber process. Capability Area 8: Experience with Configuring Business Process Management Systems � Describe your experience with developing and configuring a business process management system that allows for intelligent capture, intelligent data analytics, redaction of common documents, version control of received documents and files along with redacted/modified versions, ability to organize documents to a case, apply DoD 5015.02 certification through an automated design configurator, with the ability to utilize and implement Application Programming Interfaces (APIs) for receiving requests from external systems. � Describe your experience in FedRAMP certified environment that operates on the DoD NIPRNet. Describe your experience with enterprise content management, records management, intelligent data analytics, enterprise search, messaging, scanning capture, 3D modeling, database, and archiving software solutions. � Describe your experience implementing business process automation software solutions including legal case management, suspense tracking, grants management, technical publishing, medical case management, correspondence control, and asset management. � Describe your experience expanding COTS solutions utilizing various software APIs such as HTML5, REST, Web Services, and Proprietary Interfaces. Capability Area 9: Cost Estimates � Describe all areas of a proposed solution that drive costs. Provide a Rough Order of Magnitude that identifies cost drivers. Cost drivers could include things like, but not limited to program management, program marketing, licensing, hosting, data migration/ingest, software design and development, Cyber security accreditation, Continuous Integration/Continuous Deployment (CI/CD) pipeline (Development, Security and Operations (DEVSECOPS) framework), training, sustainment, and orderly closeout/ CASE archiving. Requested Information Responses should include: 1) Business name and address. 2) Name of company representative and their business title. 3) Business Size. 4) CAGE Code. 5) Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering. This information is for market research only and does not preclude your company from responding to this notice. 6) Capability Responses RESPONSE GUIDELINES: Interested vendors are requested to respond to this RFI with a white paper. Submissions should be single spaced, 12-point type with at least one-inch margins on 8 1/2� X 11� page size. The response shall not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the vendor�s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. SAM.gov's FedBizOpps application (FBO) will be the sole repository for all information related to this RFI. Vendors who wish to respond to this RFI shall send responses via email no later than Tuesday, December 14th, 2021 by 5:00PM EST to Candace Maffett (candace.maffett@dla.mil) and John Lingrel (john.lingrel@dla.mil). INDUSTRY DISCUSSIONS: DLA Document Services representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to Candace Maffett (candace.maffett@dla.mil) and John Lingrel (john.lingrel@dla.mil). Verbal questions will NOT be accepted. Answers to questions will be posted to FBO. The Government does not guarantee that questions received after Tuesday, December 7th, 2021 at 5:00 PM EST will be answered. The Government will not reimburse companies for any costs associated with the submissions of their responses. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
