- Description:� This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The mission of the EDB is to study the pathophysiology, development, and treatment of pediatric mood and anxiety disorders. EDB probes pathophysiology using structural and functional MRI procedures, and is currently using state-of-the-art techniques to acquire data in each of these areas. Such research requires diverse expertise in cognitive neuroscience techniques.� Purpose and Objectives: The purpose and overall goal of this contract is to obtain support services to assist in the collection of behavioral, psychological and MRI brain imaging data for the NIMH EDB. This service has been provided in the past by hiring contract neuroscientists to assist with data collection using fMRI. Careful, appropriate, well-justified collection of vital data on pathophysiology and treatment is paramount to the research mission of the EDB. Thus, it is of vital importance that EDB continue its collection of high-quality structural and functional MRI data during psychological and behavioral experiments in pediatric mood and anxiety disorders. Project Requirements: Utilize methods to facilitate collection of structural and functional MRI data in the EDB, NIMH; Have experience using specialized computer paradigms such as using eprime and MRI; Assemble a series of computers and associated response devices in a rapid and efficient manner during MRI data collection; Oversee the operation of these devices (e.g., button boxes, claw) and do this in a manner that is coordinated with the activities of the other members of the scanning team (i.e., clinician, post-bac IRTA, scanning technician); Monitor participants� behavioral responses when undergoing MRI studies; Have experience and knowledge integrating research studies; and Be trained and capable of setting up response devices and equipment, setting up the task on the computer, interfacing with the scan technician and the scanning team, orienting the participant to the task, monitoring the behavioral data, transferring the behavioral data, and providing a scan report to the EDB following data acquisition Level of Effort: The contractor shall provide up to 280 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 280 hours. The contractor shall provide up to 270 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 270 hours. The contractor shall provide up to 270 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 270 hours. The contractor shall provide up to 250 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 250 hours. The contractor shall provide up to 200 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 200 hours. The contractor shall provide up to 140 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. Key Personnel: � � � 1. Pursing Ph.D. in neuroscience or psychology; � � � 2. Minimum of one (1) year of experience in all the following: Structural and functional MRI methods in research on pediatric mental illnesses; Psychological and behavioral experiments in research on pediatric mental illnesses.� Specialized expertise in computer paradigms is required; and The use of peripheral psychophysiology equipment to be used during MRI scanning in research on pediatric mental illnesses; � � �3. Demonstrated experience working with biomedical staff; and � � �4. Currently working within a University or scientific organization possessing a wealth of experience in MRI. Delivery Date: Period of one year from date of award in addition to a one-year option. Multiple awards are anticipated. Capability statement /information sought: �Respondents must provide clear and convincing documentation of their capability of providing the maintenance specified in this notice. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone numbers, and e-mail addresses. All responses to this notice must be submitted electronically via email to the Contract Specialist. Fax and mail responses are NOT accepted. The response must be submitted to Morgen Slager, at e-mail address morgen.slager@nih.gov with the subject line NIMH22001388.�� The response must be received on or before December 20, 2021, 11:00 am, Eastern Time.
