- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. �IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED.� REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary.� The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents.� This notice is a request by the Government to collect information from interested vendors for the purpose of market research.� Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation.� The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Government regulations. The North American Industry Classification Code (NAICS) is 336611 with a size standard of 1,250 employees. Background The Pacific Island Fisheries Science Center (PIFSC) is considering the purchase of one (1) new 17-19ft boat and outboard engine to replace an existing boat to support field operations in the Hawaiian archipelago and is looking to obtain information on the array of vessels available in the commercial marketplace.� PIFSC uses small boats for remote field operations and during specific shipboard tasks on NOAA ship-based research projects. Due to normal wear and tear as well as being subjected to the high heat and humidity conditions in Hawaii, these boats need to be replaced on a regular basis to maintain the current fleet inventory. Technical Specifications Vendors interested in responding to this announcement shall only provide information for boats meeting the following specifications: 1.� 19� foot Rigid Hull Inflatable (RHIB) with a closed-cell foam filled collar (Zodiac SRMN 600 or similar) or 17� fiberglass hull (Boston Whaler Montauk / Guardian 170 or similar) 2.� The boat must have installed thru-hull attachment points for lifting, launching, and recovering the boat.� Thru-hull hardware must be rated at a 6:1 weight ratio safety factor of the boat weight plus two personnel, fuel, and gear at launch/recovery. Lifting and towing hardware must be stamped with appropriate load ratings. All hardware must be serviceable. 3. The boat must adhere to all applicable American Boat and Yacht Council (ABYC) Standards and Recommended Practices, and all applicable requirements of 33 CFR Sub Chapter S are hereby incorporated in this specification unless otherwise stated.� All equipment shall be installed according to the equipment manufacturer's instructions and requirements. 4. Vessel mechanical components and subcomponents shall be suitable for a marine environment and/or protected from the marine environment. 5.� Install a stand-up centerline helm console and bolster. Position of both will be determined by program. All thru-hull and thru-console hardware and fittings must be sealed and water tight. 6.� The deck must be of non-skid texture or install non-skid to the main deck.� 7.� Install a 90 horsepower 4 stroke Honda outboard engine model BF90DK5. Install and rig propulsion system and Engines Control Package in accordance with the engine manufacturer�s recommendations. a.�������� Engine should include installation of one (1) Honda propeller with the following specifications: 13� diameter, 15 pitch, 3 blade, aluminum. 8.� Install steering system w/ CRES hardware, sized for engine (s) horsepower per steering manufacturer. 9.� Install a tow arch above the engine. 10.� Fuel storage must be external. Provide 3x6 gal plastic portable fuel tanks and appropriate fuel lines from these tanks to the RACOR water separator attached to the transom, then the engine. 11.� Label all AC and DC electrical and electronic conductors and connections per ABYC E-1. 12.� Provide battery enclosure(s) sized to secure and protect two batteries, per ABYC.� Enclosure(s) shall be weather tight and vented. Batteries shall be readily accessible for inspection and maintenance. a.�������� Batteries must be Absorbed Glass Mat (AGM) and spill-proof. 13.� Boat shall be self-bailing with scuppers or one-way through-hull components OR have appropriate bilge pump and electrical system installed that may be run without full battery drain when boat is not in operation. 14.� Navigation sidelights shall be LED.� Mount sidelights on the console side, arranged to minimize glare in the boat. 15.� Provide and install DSC VHF-FM marine radio, GPS/fish finder, and magnetic compass mount on console. 16.� Provide and install 8ft, 6db VHF antenna with heavy duty dual axis CRES ratchet mount. 17.������ Provide and install any other necessary cables, connectors, etc included by the OEM with the above equipment. 18.������ Provide all OEM operating and installation manuals and any other documentation provided with the installed equipment.� All documentation shall be organized in a binder. 19.������ Provide a complete diagram of the electrical system. 20.������ Provide two fitted boat covers for the boat made out of marine grade material. Boat covers must be well fitted to the make and model of boat and must be durable, water repellent, and mildew resistant. 21.������ Perform pre-delivery inspection and performance verification including; a.�������� Inspect all systems for compliance with USCG regulatory requirements and ABYC standards. b.�������� Water test to ensure that the boat is seaworthy and that all equipment, machinery, components and systems can be safely operated to full capacity under full load operating conditions. Responses to this notice shall include: 1. A statement that you believe your firm has the capability to meet all above stated requirements, including: 2.� Specs for the boat (including weight and dimensions) of boat including specified engine 3.� Proposed standard configuration and alternatives for specified boat including console, bolster, battery, and fuel tank placement. 4.� Detailed price including hull, engine, all listed components and shipping to Honolulu, Hawaii 5.� Delivery schedule.� Please include the soonest reasonable date that delivery may be possible prior to 1 February 2023. 6. Your firm's DUNS number & CAGE code; � 7.� Your firm's SBA certified small business status.� Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA�s 8(a) program, etc.� If your firm is not small, please state that it is a large business. � Responses shall be provided to Stephanie Garnett via email at Stephanie.M.Garnett@noaa.gov� no later than 10:00 AM (Hawaii Time) on Monday, December 20, 2021. �
