Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Business and you are interested in this project please respond appropriately. Project Location: Ft Buchanan, (Guaynabo), PR Project Description:� Provide labor, equipment, materials, insurance, supervision, incidentals, and all necessary items to perform the work in connection with the repairs to all areas at building 167, Physical Fitness Center at Fort Buchanan, PR. Repair Physical Fitness Center. Install energy management control system for energy efficiency, and fire protection. Supporting facilities include utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, information systems, HVAC, landscaping, and signage. Work includes demolition and construction, floor surface refurbishing for all rooms and corridors with non-slip flooring materials, replace wooden floor basketball court, replace windows, provision of a control desk, wall and floor finishes, all necessary hardware, men�s, and women�s bathroom areas to include replacement of floor tiles, wall tiles, doors, lockers, bathroom, sauna, urinals, toilets, showers and sink fixtures. Mirrors, lighting fixtures, emergency lighting, windows, and benches will also be removed and replaced. Repair of roof leaks and wall cracks. Prep, prime and paint all interior walls, demolish existing acoustical ceiling tiles, install new acoustical ceiling tiles. The project brings the facility up ADA compatibility requirements including all access doors, handicap restroom accessibility, improves main building entrance, and repairs sidewalks. Demo existing tile in men�s and women�s locker room showers, ensure proper drainage, install new tile in men�s and women�s locker room showers. Install new ADA compliant showers in men�s and women�s locker rooms (to include but not limited to bench, grab bars, and shower fixtures). Repair administrative office and creation of a staff lounge area. The project shall also include all necessary work related to plumbing, mechanical, and electrical connections to comply with all regulations. Sustainability/Energy measures will be provided. Contract duration is estimated at 700 calendar days. The estimated cost range is between $5,000,000 and $10,000,000. Square footage for anticipated work is 17,099. NAICS code is 236220.� All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Business contractors should respond to this survey via email by Wednesday, December 23, 2021 by 3:00 PM Eastern Standard Time. Responses should include: Identification and verification of the company�s small business status. Contractor�s Unique Entity Identifier (UEI)) and CAGE Code(s). Documentation from the firm�s bonding company showing current single and aggregate performance and payment bond limits. Description of Experience � Provide descriptions your firm�s past experience on three (3) projects with greater than 95% construction complete or those projects completed within the last five years which are similar to this project in size, and scope. �Provide documentation demonstrating experience for construction of similar type buildings and managing multiple sub-contractors. Demonstrate experience including self-performing 15% of the construction. Provide documentation demonstrating experience for projects of similar type projects.� Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Projects similar in Scope to this project included:� complete renovation of buildings similar to Federal or Commercial Physical Fitness Centers, Army Reserve Centers, Armed Forces Training Centers, National Guard, or other Federal Agency Office Buildings, Commercial Multi-Story Office Buildings, and Higher Educational Facilities such as high schools and university buildings and includes architectural, structural, mechanical, electrical, plumbing, data, and communication systems renovation, and civil and site work. Project may also include new construction; however, project scope shall be at least 50% complete building renovation, measured in square footage.� If replying with projects that are combined new and renovation construction, clearly delineate (based on square feet) the renovation versus new construction portion and percent (%) of the project. � Projects similar in size to this project include:� Major renovation projects of approximately 13,500 SF or greater. Based on definitions above, for each project submitted include: Current percentage of construction complete and the date when it was or will be completed.�� Size of the project (combined building SF, % renovation vs new construction, acres of construction site work, etc.) Scope of the project.� Include any specific trades, site work, utility connections, mechanical systems, HVAC commissioning, roof systems, etc. (delineate new and renovation scope) Dollar value of the project (delineate new and renovation value) The portion and percentage of work that was self-performed. Describe the work your company self-performed. Must be at least 15% self-performed. Identify whether the project was design-build Provide 2 references from the project sites that were submitted Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm�s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.� Please only include a narrative of the requested information; additional information will not be reviewed.
