Description
This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Pacific Northwest Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to Siemens for a Siemens HVAC APOGEE building automation control (BAC) system. Background USDA-Forest Service; The Pacific Northwest Research Station (PNW); Juneau Forestry Sciences Laboratory (JFSL) has the need for the services as described below. The facility has a proprietary Siemens HVAC APOGEE building automation control (BAC) system that is a critical part of the facilities infrastructure used to meet PNW�s goals of operating the building efficiently while maintaining stable building temperature and humidity. Our current Direct Digital Control (DDC) Server (Siemens computer) and APOGEE operational technology program only operates with Windows 7 programing. Description General Contractor shall provide direct-digital control system, project documents, and include a complete and working newest version of Siemens programing direct-digital control software.� Include all engineering, programming, configuration/setup hardware and software, controls and installation materials, installation labor, commissioning and start-up, familiarization training and Siemens University training manuals, final project documentation and warranty. The direct-digital control system(s) shall consist of high-speed, laptop server having processing speed to allow for extensive trending and controller-level adjustment of controlled devices in the lab facility. Have a minimum of 16 gigs ram, and 8 gigs memory The work administered by this Section of the technical specifications shall include all labor, materials, special tools, equipment, enclosures, power supplies, software, software licenses, Project specific software configurations and database entries, interfaces, wiring, tubing, installation, labeling, engineering, calibration, documentation, submittals, testing, verification, training services, permits and licenses, transportation, shipping, handling, administration, supervision, management, insurance, Warranty, specified services and any other items required for a complete and fully functional Controls System. The control systems shall be designed such that each mechanical system shall operate under stand-alone mode. In the event of a network communication failure, or the loss of any other controller, the control system shall continue to operate independently. Failure of the DDC server shall have no effect on the field panels. The control system shall accommodate 1 Control Center This facility�s existing direct-digital control (DDC) system is Siemens APOGEE, and its server is located at JFSL room 109.� The existing system�s server and controllers were installed in 2013.� The contractor administered by this Section of the technical specifications shall observe the capabilities, communication network, services, spare capacity of the existing control system and server prior to beginning work. The upgraded server shall communicate directly with the Siemens devices over the existing control system�s communications network. Facility operators shall have complete operations and control capability over all systems, new and existing with no permission restrictions. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. �A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. �Date posted to SAM.gov:� December 10, 2021. �Date posting will close: December 20, 2021. The North American Industry Classification System (NAICS) code is 238220. The Size Standard is $16.5 million. The desired period of performance for the services described herein is anticipated to be from January 1, 2022 through January 31, 2022. �The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Anthony Salas electronically to: anthony.salas@usda.gov. �Responses must be received no later than December 22, 2021 11:00 am MDT. �All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and DUNS #. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
