Description
This special notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action.�This Notice of Intent is not a request for competitive quotes. This is not a solicitation or request for quote. The USDA-ARS National Center for Agricultural Utilization Research (NCAUR) in Peoria, IL has a need for software upgrades, bug fix releases, telephone and email support, and License transfer for a CLC Genome Finishing Module, CLC Microbial Genomics Module, and CLC MLST Module. USDA-ARS MWA Office in Peoria, IL intends to make a sole source award to QIAGEN LLC. QIAGEN N.V. (QIAGEN) is the sole�provider for CLC Genomics Workbench (CLC), and related software products. CLCbio Genomics Workbench software is used on high performance workstations to process, assemble and analyze genome sequence data. The Genomics Workbench software can directly and easily interface with the CLCbio Genomics Server software running on the much more powerful computation cluster system for processes and analyses required substantially more computational power and system memory to complete in a timely manner. During the procurement of the CLCbio software in 2012 it had been determined that this was the only software that fulfilled the current and projected needs of genomics research in the MPM management unit. The software has proven invaluable for this purpose and renewal of the current license is needed to assure continuation of upgrades to newer, improved releases. Due to the proprietary nature of this requirement for software usage no other contractor can provide the software license agreement. This software is currently heavily used by at least 7 scientists, their technicians, post-doctorals and visiting scientists due to its ease of use and efficiency in processing and analyzing genomic sequence data. Renewal is only available from this vendor as this is for the licensing permission to use this very specific software. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available. NAICS code for this requirement will be 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22.0 million. The PSC code for this requirement will be J066. No solicitation or solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested vendors that are capable of providing the specified services are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by no later than Monday, December 23, 2021 (12/23/2021) at 12:00 PM (CST). Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that they can provide the specified product and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. This notice is for informational purposes only. Responses received shall be considered by the agency; however, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
