- This Second Amendment to the Combined Synopsis/Solicitation, solicits this requirenment as�a Full and Open requirement and amends the period of performance.� This�amended Combined Synopsis/Solicitation provides additional information and answers Vendor Q&As. Additionally�it provides wage determinations for the Norfolk area.� The Military Sealift Command (MSC) requires annual weight test, inspection, repair, and certification of material handling equipment (MHE) forklift equipment at MSC Underway Replenishment Training Center (MUTC), Joint Expeditionary Base (JEB) Little Creek-Fort Story, and Training Center Hampton Roads, (TCHR) FT Eustis, New Port News, VA. Maintenance may include, appraisals, groom, inspections, certification, weight test, life cycle management, overhauls, refurbishment, repairs, reports, tests, and upgrades.�
