Description
Addition of Attachments The purpose of this amendment is to: Provide response to the technical questions. See pages 2-3 Technical Q & A Extend the closing date to 4:00PM EST on Friday, December 24, 2021 Please see revised Schedule of Services. Technical Q & A: Boiler Safety Device Testing Q: What are the makes, models, manufacturer year and type (Firetube/water tube) of the 3 boilers? (photo of info plates would be best). A: We have Water Tube Nebraska Boiler 3 each, Built 1972 and retubed in 2001. Q: Do you have 2 tanks? DA & Condensate? A: Both  DA  and Condensate Tanks. Q: Is it one service visit per year, or 2 semi-annual visits as indicated in the VHA 1810? A: One per year as per 1810 including tuning on gas and oil. Q: What is your upcoming due date for Safety Device Testing? A: That will not be determined until after the award of the 5-year Contract and will be coordinated with Plant Supervisor. Q: Approximately how many Transmitters does your plant have between all boilers and service equipment? A: Transmitters are not included in this RFQ / functions to maintain levels and processes. Not a Safety Device Testing item. Q: On most recent service visit were all boilers able to be tuned to 100% on both fuel sources without major issues? How long ago was that service visit? A: Yes, however we Tune between 10%-80%. Above 80 percent, Operationally, we bring on an additional Boiler above 74%. Q: Do you have any faulty components which will need major attention prior to being able to complete safety device testing and tuning? A: No Q: Is National Board Inspections part of this contract? A: No If so, does your site open/close boilers and provide gaskets? Q: Is the 6 year NDT inspection for your DA tank part of this contract, and if so, what year of the contract is it due? A: No Q: The COR had an extensive list from the 1810 for checks 11 through 47 on the boilers we would request a copy of that detailed list. A: Please see Attachment A- Semi-Annual Safety Device Testing Documentation Boiler Devices and Attachment B- Boiler Tuning Document- JUNE 2021. Q: In the SOW tuning is mentioned, if we could have a clearer more detailed description as to exactly what is expected for tuning (as man hours can drastically change). A: Clarity on tuning requirements: Place Boiler in Operation in manual with Boiler Stop closed Initially and as required, open Boiler Stop and adjust Steam muffler as necessary to tune Boiler from 10% to 80% Boiler load and document any changes necessary to ensure that Boilers are operating safely at its most combustion efficiency. Document initial settings and any changes made to set points of Fuel, VFD Air and Damper positions. This process is completed on all three Boilers, on both Gas and #2 Diesel fuel.
