Description
It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source with Internet Archive, 300 Funston Avenue, San Francisco, CA 94118 under the authority of 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for a web archiving subscription service (Archive-It�), an automated web application managed and deployed in 2005. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the Contracting Officer below for more information regarding this posting. All correspondence shall be received no later than December 20, 2021 at 5:00 PM EST. The North American Industry Classification System (NAICS) code for this requirement is 519120: Libraries and Archives and Product Service Code (PSC) R605: Support-Administrative: Library. The small business size standard is $16.5 million. The purpose of this procurement is seeking a web application and service to continue providing web collecting and archiving capabilities. NLM intends to continue building collections of born digital websites and webpages. The service should be designed for institutions interested in archiving, accessing and managing web content without needing specific technical expertise. The service should allow users to log in and create web collections, manage the frequency and scope of collection crawls, catalog the websites associated with a collection, monitor the archiving process, search and browse the collections via URL when complete and administer access to these collections. The service should also allow for remote hosting and managing of the collections, as well as the ability to make the collections publicly accessible within the context of other archived web collections by cultural heritage institutions. The collections should be accessible via a text search engine and a tool to render the archived webpages from their original, unaltered form. All data and information collected through the service shall be stored at a remote data center. NLM shall need the ability to obtain copies of its data via hard drive or Internet transfer. Many national, academic, research and state libraries and archives have identified the web crawling technology developed by the Internet Archive as the most efficient and effective way of collecting these web materials. The Internet Archive has developed the tool, Archive-It, to provide web archiving services for government, educational and non-profit organizations. The collected NLM materials have been hosted in California at the Internet Archive's data center. The Internet Archive stores the collections in an internationally approved standard structure and in the future, NLM will have the capability to bring the materials into the NLM Digital Collections repository. The Internet Archive, a non-profit organization based in San Francisco, California, has been crawling the web and making available web snapshots since 1996. Some national libraries have legal mandates to collect and archive their web domains. A group of libraries and archives from around the world, in conjunction with the Internet Archive, have formed an international organization, the International Internet Preservation Consortium (IIPC), to acknowledge the importance of international collaboration for preserving Internet content for future generations. The IIPC fosters the development and use of common tools, techniques and standards for the creation of web archives. The Internet Archive's Archive-It tool is an outgrowth of this interest and collaboration. The Internet Archive therefore has unique capabilities and knowledge of this domain. In the U.S. we believe the Internet Archive is the only organization capable of providing the tools and services needed for this work. There are no other acquisition sources or in-house alternatives. Any other solution would result in substantial duplication costs and unacceptable delays.
