Page 2 of 2 CONTINUATION PAGE Q1. Is this a new effort or was there an incumbent? A1. The Government is treating this requirement as a new effort. The scope of work included in this solicitation has increased/expanded significantly when compared to work previously performed at the Lake Nona VAMC. Q2. Can you please provide the current vendor that s been providing service for this project? A2. No vendor currently providing services. Q3. Is this a new requirement, or is this identical to the past contract?? A18. see response for Q1. Q4. How many elevators are available to gain access to the roof of the main building at Lake Nona VAMC? A4. There are (2) elevators available to access the rooftop of the main building. The south elevator was used/shown to transport attendees of the site visit up to the rooftop and the west elevator was used/shown to return everyone to the ground floor. Q5. Is there access to water for cleaning of the rooftops? A5. Yes. Spigots and hydrants provide access to water. In areas where spigots are located inside the building(s), e.g. the 5th floor roof access area at Lake Nona, the contractor is to ensure hose connections are leak-free. Q6. Rooftop square footage and window count. A6. The VA provides the following information: VA Facility Rooftop (estimated total sqft all bldgs) Window (estimated counts all bldgs) Lake Nona VAMC 650,000 5,100 Viera VAHCC 147,000 100 Lake Baldwin VAMC 255,000 100 Lakemont Campus 52,000 350 Q7. At Lake Nona, when were the rooftop tiedowns last certified? When were the tiedowns last inspected? A7. The suspended maintenance & rooftop fall protection anchorage system was last certified 09/04/2018. We are researching when the most recent annual inspection was completed. Further clarification will be provided. Q8. Do all facilities have certified/ load tested and annually inspected anchors on the roof as required by OSHA 1910.27 Sub Part D, Walking Working Surfaces? Can these be provided? A8. Only Lake Nona Campus has tie-downs and safety cables. See response for Q7 regarding certification & inspection dates for Lake Nona facility. The contractor may review certification(s) & inspection(s) prior to performance. Q9. Are there anchors on the rooftops of the at the Lake Baldwin VAMC (4-story building) or the 3-story building at the Lakemont Campus? A9. No. Q10. All of the top sail is to be cleaned as well, correct? A10. Yes. Q11. Are there hooks or tiedowns on the super-structure (sail) at the Lake Nona VAMC? A11. This area is equipped with tie-downs and safety cables. Q12. There are several roofs with no tie offs, will these still be cleaned per the contract? A12. Yes. Q13. Are contractors expected to clean rooftops with terracotta roof tiles? A13. Yes. Q14. At the Lake Nona VAMC, is the Fisher House tile or metal roof and can it be walked on? A14. The roof is tile & can be walked on. Q15. Is your department requiring a certain cleaning solution that we apply to the exterior building and rooftop, or is it up to the contractor as long as it s industry standard? A15. Proposed cleaning solutions are up to contractor. Q16. What type of chemicals can be used? A16. Reference Section B.3 Performance Work Statement (PWS), paragraph 3.3.3. All products (i.e. cleaners) used must be eco-friendly. Q17. It is our understanding that Chlorine-based products nor their derivatives are to be used on this project since it is a Leeds certified building. Therefore, we cannot use with the following chlorine derivatives, bleach, sodium hypochlorite, sodium chloride, sodium hydroxide, hydrogen peroxide with KOA activator, sodium bicarbonate, sodium magnesium, benzoyl peroxide, chlorine dioxide, Sodium chloride, brand names, soft wash, Joe Max, 30 Second-cleaner, Clorox, Mold Armor, simply Green Oxy, wash safe roof wash, coenzo2 clean. A17. Yes, the Lake Nona facility is a LEEDS certified building. Chlorine derivative products are not to be used in performance of any work resulting from this solicitation. Q18. Is the contractor expected to remove stains on buildings caused by the irrigation system? A18. These areas will be included in the work and cleaned; however, the Government realizes the staining is a result and will continue with the current irrigation system. A best effort shall be made to lessen staining marks. (This question was asked at Lake Baldwin VAMC where there is noticeable staining of the building exterior due to the irrigation system.) Q19. Is the contractor expected to clean the air handlers on rooftops? A19. No, the contractor is not to clean air handlers on rooftops and shall take special care around equipment when performing services. Q20. Viera - Are the air handlers and piping on the roof included in the scope of this contract. Normally, the installer/manufacturer is responsible for cleaning. A20. see response for Q19. Q21. Is it a squeegee finish for windows and does that apply to all windows? A21. The Government will evaluate each contractor s proposed approach to meet or exceed the requirements of the solicitation. A squeegee finish for windows is acceptable. Q22. A substantial number of windows have over-spray from sealant that was applied to the exterior building. This over-spray sealant cannot be removed by standard window cleaning. Is this sealant to be removed or part of a separate one-time contract in the future? A22. The Government will evaluate each contractor s proposed approach to meet or exceed the requirements of the solicitation. A squeegee finish for windows is acceptable. Vendors may include separate pricing for restoration services to remove over-spray as an addendum (or added option of services) to their initial quote(s). Q23. Does each facility have a designated point of contact? A23. Upon award, Contracting Officer Representative(s) (COR) will be appointed to administer the contract within their authority. Each COR may be responsible for more than one site. A copy of the COR delegation letter, outlining each COR s authority and area of responsibility, will be provide to the awardee. Q24. What is the Limitation On Subcontracting (LOS). A24. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Please refer to applicable VAAR 852.219-77 and 13 CFR 125.6 for additional information. Q25. Does the work include the perimeter fences? A25. Yes, the exterior cleaning program includes perimeter fences as well as any block wall and concrete/block posts in line with the perimeter fence, see definitions within the PWS at paragraph 4.13 Structures ...surrounding walls/perimeter walls & columns... are to be included. Q26. Does the work include the perimeter fences? A26. see response for Q25. Q27. It is our understanding the no walls or ceilings to be cleaned in the Garages, just the floor/road surfaces. A27. The removal of cobwebs from the walls and ceilings of the (16) parking garage levels and (4) stairwells is required. Power washing work will only apply to the floor/road surfaces within the garage. Q28. At Lake Nona, there appears to be a heavily soiled canvas on the interior roof sections is that to be cleaning as well? A28. Yes. Q29. It is our understanding that we can power clean roof with unit not to exceed 2,000psi, correct? A29.Yes, 2000 psi or less is acceptable. Q30. Lake Baldwin Facility - It is our understanding that the roofs cannot be power washed, correct? A30. Correct due to material use on the roof, power washing cannot be performed. Q31. Lakemont Campus - It is our understanding that the roofs cannot be power washed, correct? A31. Correct due to material use on the roof, power washing cannot be performed. Q32. It is our understanding that the outside of the buildings cannot be powered sprayed because the material is comprised of soft sandstone, correct? A32. Correct, power washing cannot be performed. Q33. The perimeter fence, front/back security entrances and all vertical columns are within the scope of this contract, correct? A33. Yes. See response for Q25. Q34. The new construction (Training Building) and the Fisher house are within the scope of this contract, correct? A34. Yes, both buildings are within the scope of the contract. Q35. Do sidewalks include curbs, road gutters, and car stops? A35. All sidewalks, curbs, road gutters are to be cleaned. Car stops within the parking garages are to be cleaned. The cleaning of car stops in parking lots is not required. Q36. Since it has been two years since the last cleaning, there will be a heavy accumulation of pigeon feces. That requires special removal requirements per OSHA since it is considered HAZMAT. Is that to be removed per the contract requirements? A36. The intent of this requirement is to provide a (full) Exterior Building Cleaning Program which may require the removal of pigeon feces, as well as dirt, grimes, stains, and pollutants. Q37. Bee/hornet is prevalent. Will these be removed prior to execution of this contract? A37. The government regularly sprays for bees, hornets, & other insect nests at all facilities but our reach is only so high. In the event bees or similar pests hinder operations, the government is willing to discuss with the contractor possible solutions and equitable adjustment through a supplemental agreement and modification. Q38. Lake Baldwin Facility - Bee/hornet is prevalent. Will these be removed prior to execution of this contract? A38. See response for Q37 Q39. Lakemont Campus - Bee/hornet is prevalent. Will these be removed prior to execution of this contract? A39. See response for Q37 Q40. Viera - Rust spots at entrance appear to be battery acid spillover. This requires special attention and may not be removable, is this in the scope of this contract? A40. Clean to the best of your ability and we understand these areas may not be able to be removed. Q41. Viera - The parking carports are all topped with solar panels. Are these in the scope of the contract? If so these need special attention per manufactures guidelines to ensure that warranty is not voided. A41. Yes, they are part of the contract. Q42. Lakemont Campus - Is the Sunshade Sail in the break area included in the scope of this contract? A42. Yes, it is part of the contract. Q43. Lakemont Campus - The parking lot is not included in the scope of this contract, correct? Only the entrance sidewalks that adjoin the facility are to be cleaned, correct? A43. Asphalt parking lots are not part of the contract. Q44. Is the contractor responsible for light poles, trash cans, landscape stones, fountains, signs around the property, flagpoles, monuments, outdoor chapel by the lake, dumpster pads, exit signs, basketball court, helicopter pads, café waterfall? A44. Yes, the intent of the exterior cleaning program is to address all exterior areas on VA property. Light poles, trash cans, landscape stones, fountains, signs around the property, flagpoles, monuments, outdoor chapel by the lake, dumpster pads, exit signs, basketball court (maybe depends on the material), helicopter pads, café waterfall. If it can be cleaned, we like it to be cleaned. Q45. When we clean the roof top, is it the government s responsibility to make sure the roof drains are not clogged before we start our services? A44. Yes, the government will ensure roof drains are not clogged prior to services being rendered. When performing work, the contractor shall not sweep, spray, or wash any debris into roof drains. In the event of a clogged roof drain, the contractor shall notify the COR immediately for assistance.
