The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL reports to the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. �These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The Bureau for International Narcotics and Law Enforcement Affairs Section at the U.S. Embassy Port-au-Prince, Haiti, supports the Haitian National Police (HNP)�s development as a professional and accountable institution capable of managing Haiti�s internal security. Combating gang influence is INL�s top priority in Haiti. Haitian gangs are the primary source of instability and pose an increasing threat to the country as they expand influence and geographic presence, including control over large portions of Port-au-Prince. Increasingly organized and heavily armed gangs outman and outmaneuver the Haitian National Police (HNP), deteriorating citizen trust in the HNP. INL is supporting the HNP in undertaking a multi-pronged approach of suppressing Haitian gangs including supporting the HNP to develop anti-gang tactical response capabilities. The SLEA � Program Lead and Tactical Operations Expert will provide technical law enforcement expertise, technical assistance, and lead management and oversight on behalf of INL in support of host-nation efforts to establish and build capacity of an anti-gang tactical unit. The purpose of this Personal Services Contract is to fill the position of �SLEA � Program Lead and Tactical Operations Expert. �The PSC will provide senior-level advice and guidance to the INL Section at the U.S. Embassy in Port-au-Prince, Haiti regarding U.S. government support for the Haitian National Police tactical anti-gang capacity building. The SLEA will lead program development of INL-funded contracts to provide tactical trainers and other capacity building support to enhance HNP anti-gang operational capabilities. He/she will coordinate implementation and reporting with the HNP and other Government of Haiti entities, other INL advisors and contract Subject Matter Experts, and INL�s Office of Western Hemisphere Programs (INL/WHP). �He or she will also coordinate with interagency (DEA, FBI, and HSI) in his/her sphere of influence and will provide subject matter expertise for other INL- Haiti assistance portfolios as needed. � This is an advisory position. The SLEA � Program Lead and Tactical Operations Expert has no law enforcement authority in Haiti. The SLEA � Program Lead and Tactical Operations Expert may conduct field observations of relevant HNP units but the SLEA � Program Lead and Tactical Operations Expert will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk to personal safety. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL Director or his/her designee, the SLEA � Program Lead and Tactical Operations Expert will perform the following duties: Advise: 1.�� �Provide senior-level advice and assistance to the INL Director, and through him or her, to the U.S. Ambassador to Haiti regarding the planning, developing, and administering of the INL Haiti anti-gang tactical program.� 2.�� �Initiate evaluations and advise INL leadership and the HNP on anti-gang organizational and operational capacities, including the areas of strategic and operational planning, vetting, training, chain of command/management, and organizational requirements for tactical unit development and operations. 3.�� �Support the INL Director�s coordination with U.S. interagency/Country Team on anti-gang issues and assistance, including identifying synergies and avoiding duplication. Plan:� 4.�� �Provide expert guidance in planning of HNP tactical anti-gang training program and other relevant INL assistance areas as needed, including specialized HNP units, police strategic messaging and information, community policing, and HNP institution building. 5.�� �Assist INL Haiti and INL/WHP to plan and establish a training program to develop and advance HNP�s tactical unit capabilities. �The program will include analyzing gaps in the field of areas of operational planning, logistics, vetting, deployments and tactical movements, physical security, human rights and accountability, and intelligence. Manage:� 6.�� �Develop, manage, and supervise the HNP anti-gang tactical unit capacity building training and development program in Haiti in furtherance of INL goals, working to ensure program sustainability. �Serve as Contracting Officer Representative (COR) for relevant anti-gang tactical unit contract/contracts and use technical expertise to support and make recommendations to the Contracting Officer in areas such as the selection and approval of key personnel. � 7.�� �Assess the training needs for HNP tactical unit capability; support development of a contract mechanism or mechanisms to provide expert trainers, vetting of officers, and security and life support; and oversee implementation of training and support contracts.� 8.�� �Ensure INL projects are executed in accordance with the objectives and terms established in the bilateral Letter of Agreement, the INL Country Strategy, and similar documents.� 9.�� �Provide expert advice and coordinate with INL staff and Haitian authorities regarding procurement, property management, construction, vehicle purchase and maintenance, training, and communications support of assigned program areas. �Draft or provide guidance on the drafting of project documents including statements of work and terms of reference for procurement of technical services, training, and commodities, and the monitoring of procurement actions. � 10.�� �Provide oversight and supervision of other INL foreign assistance programs and LE Staff, Third Party Contractors (TPC)s, and PSC personnel as directed by the INL Director and/or Deputy Director. 11.�� �Provide ongoing expertise, advising, and oversight related to the vetting, training and professionalization, and organizational structure efforts to increase the effectiveness of Haitian police tactical units. 12.�� �Foster collaborative partnerships among the HNP tactical anti-gang unit and other relevant HNP units, including counternarcotics (BLTS), border patrol (POLIFRONT), Inspector General (IG), community policing unit, and Judicial Investigative Police (DCPJ). Monitor and Evaluate: 13.�� �Regularly monitor and evaluate programs to ensure their effectiveness and compliance with all applicable laws, regulations, and policies. �Conduct site visits and evaluations. � 14.�� � Ensure projects fall within program guidelines as notified to Congress and as laid out in the INL Haiti Strategy for developing the capacity of the HNP. �Ensure that all INL-funded training is conducted in full compliance with the Leahy Amendment and Section 477 of the Foreign Assistance Act. �Ensure compliance with INL property management regulations. �Explain relevant U.S. laws, regulations, and policies to Haitian authorities and implementing partners. 15.�� �Organize and lead, in conjunction with the INL Director and HNP counterparts, quarterly program evaluations to review progress toward achieving program goals and objectives, considering both quantitative and qualitative indicators. �Jointly prepare, with HNP counterparts, written reports summarizing the results of these evaluations. 16.�� �Provide regular oral and written reports on program implementation. �Provide programmatic guidance and analysis of developments in the HNP to the INL Haiti section and INL/WHP. � 17.�� �Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies. �Contribute to the annual End Use Monitoring Report. Other Duties: 18.�� �Represent INL in internal and external meetings, ceremonies, and representational events as required. Articulate and promote U.S., Mission, and INL policies and goals. 19.�� �Maintain security awareness and properly handle classified and controlled items and information.� 20.�� �As assigned, briefs USG officials and other visitors on the status of INL programs. �Develop schedules and serves as a control officer as directed. 21.�� �When required, perform the role of Duty Officer. 22.�� �Perform other duties as requested and assigned that are directly related to this statement of work. TRAINING AND DISTANCE LEARNING 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. � 4.�� �If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The SLEA � Program Lead and Tactical Operations Expert is based at the U.S. Embassy in Port-au-Prince, Haiti. Travel within Haiti is required on an ad-hoc basis according to the needs of the position. Travel within the Western Hemisphere or to the United States may be required.� RELATIONSHIP The SLEA � Program Lead and Tactical Operations Expert reports directly to the INL Director or his or her designee at Embassy Port-au-Prince, Haiti and liaise and coordinate with INL/WHP staff in Washington, DC. The SLEA will provide administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/WHP to develop and manage programs and related issues. The SLEA will liaise with other agencies/governments in relevant fields and host government contacts. The SLEA will monitor INL�s anti-gang tactical program in Haiti, analyze its effectiveness and make suggestions for improvements. � The INL Haiti Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review.� COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The SLEA � Program Lead and Tactical Operations Expert performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of anti-gang and law enforcement programs in Haiti, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with active Department of State Secret level security clearance (or above) and Medical clearances. Department of State Ethics clearance (if applicable).� 2.�� �Twenty-five (25) years of demonstrated relevant experience to include:� a.�� �Minimum of fifteen (15) years of Special Forces experience, including experience at the Field Grade or Senior Non-Commissioned Officer (O-4 or E-7, respectively or above) rank OR twenty years of law enforcement officer experience, including experience at the rank of Lieutenant or above. b.�� �Minimum of 10 (10) years of experience working overseas implementing strategic initiatives, coordinating, and delivering foreign police training of counternarcotics or other specialized tactical/operational units. � 3.�� �Ten (10) years of field work advising, supervising, and/or conducting complex tactical operations (U.S. based or transnational) including land and urban operations to reduce drug trafficking, gang activity, and other transnational crimes; 4.�� �Minimum of five (5) years of experience with police reestablishment or similar programs in urban or rural environment;� 5.�� �Demonstrated supervisory/management experience in federal, state, or local law enforcement or military entity;� 6.�� �Experience working with law enforcement, including training, in an international context. � 7.�� �Demonstrated experience managing program budget resources of at least $5 million in an overseas environment. 8.�� �Demonstrated relevant work experience in law enforcement operations program management, training, and problem-solving methodologies. 9.�� �Demonstrated excellent oral and written English communication skills, negotiation skills, and interpersonal skills.� 10.�� �Demonstrated experience working with host-nation counterparts, interagency, and implementers to further program objectives. 11.�� �Physically able to reside in Port-Au-Prince, Haiti or other location as assigned, and travel within the region.� EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 1:�� ��� �Law Enforcement/Special Operations Experience�� �(25 points) Demonstrated experience in a supervisory capacity as a law enforcement or special operations officer and advising on, supervising, and/or conducting complex tactical operations. Overseas experience building capacity of law enforcement in Haiti, Caribbean, Central, or South America and experience working for or supporting INL programming.� Factor 2�� ��� �Program Management�� ��� ��� ��� ��� � (25 points)� Demonstrated expertise in evaluating needs and designing, managing, monitoring, and reporting on complex training programs. Experience managing program budget resources of at least $5 million in an overseas environment. Demonstrated knowledge and work experience managing successful law enforcement training programs.� Factor 3�� ��� �Implementation and Coordination �� ��� ��� �(20 points) Demonstrated ability to work effectively as part of a diverse team and to coordinate with relevant USG agencies, foreign government officials. Demonstrated ability to build collaborative relationships with partner nation law enforcement to develop tactical and operational capabilities. Demonstrated ability to work effectively in Haiti or in similar overseas environments.� BASIS OF RATING:� Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what �experience, training, education and/or awards they have received that are relevant to each �factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 25 Factor #2 � 25 Factor #3 � 20 Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-01 equivalent level ($110,460 - $143,598 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
