Description
VA Law Enforcement Training Center Classroom Space and Meals **This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability of all qualified sources to a potential requirement to provide management services for classroom space and meals. The Veteran Affairs-Law Enforcement Training Center (VA-LETC) in North Little Rock, Arkansas requires a vendor to provide management services including labor, materials, insurance, licenses, and equipment required, for classroom space and meals not to exceed 190 students. The vendor shall provide space and daily meals for each training session. It is preferred that the student lodging, classroom space and meals be located within the same location however, a vendor would be considered if the provided locations are within walking distance (or the vendor were to provide transportation for the 190 students to each of the required locations). The vendor shall provide services to locate, reserve and provide classroom space and daily meals to VA-LETC as indicated below: Facilities shall be compliant with the requirements of the Hotel and Motel Safety Act of 1990 (Public Law 101-391) and shall be listed on the U.S. Fire Administration Hotel and Motel Master list found at (http://usfa.fema.gov/hotel/search.cfm). Facilities shall be compliant with the requirements of the National Fire Protections Association (NFPA) 101, Life-Safety Code (http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=101). Facilities shall be in compliance with the requirements of American Disabilities Act (http://www.ada.gov/pubs/adastatute08.htm). The training facilities shall be located in close proximity (within walking distance - 1/8th of a mile, 200 meters) to the Holiday Inn Presidential Downtown and the Comfort Inn & Suites Little Rock I-30 (both hotels in very close proximity to each other off Interstate 30, Little Rock, AR or the vendor shall provide vehicle transportation for any personnel movement beyond walking distance. The vendor s dining facility shall be a grill/buffet type of dining facility. The period of performance will be a 12-month base period from February 2022 through January 2023. The following Federal Holidays are observed by the VA-LETC. New Year s Day January 1 Christmas Day December25 The vendor shall locate and reserve classroom space to meet the requirement for each training session not to exceed 190 students. A class roster will be provided for each training session not to exceed 190 students. The Government will pay the vendor one consolidated daily fee to cover the cost of the conference/classroom space, the management service fee and cost of meals as per actual training session. The vendor shall pay the facility for the actual days space is provided and the vendor shall pay a separate vendor/caterer for meals if different than the facility providing space. The tentative class schedule is provided at Attachment A. The VA-LETC reserves the right to change the schedule at any time. Upon award, a preliminary class schedule will be provided to the vendor 30 days prior to the start of each training session. The class schedule shall identify the course name, the number of students allowed for that course and the type and size of conference/classroom space required. The Government reserves the right to make changes or cancel 14 days in advance without incurring any penalty or cost for the cancellation. If the Government cancels after the 14-day notification window, then the government authorizes the vendor to invoice for payment for one day. Each response shall be reviewed for determining whether there exists reasonable expectation of obtaining enough offers from responsible small businesses that are competitive in terms of product offering, market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. All future solicitations will include Contractor requirements identified by VA FAR Deviation Clause 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors will be included in this award. Capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
