- THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. THIS SOURCES SOUGHT NOTICE HAS BEEN REVISED ON 10 DECEMBER 2021, PLEASE READ THOROUGHLY.� The U.S. Army Corps of Engineers (USACE), Baltimore District requests letters of interest from qualified SMALL and LARGE Business Construction Contractors interested in performing work on the potential repairs and alterations of the Fort Belvoir Officer�s Club Building 20 kitchen and food service areas. By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder.� Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions.� Therefore, the type of set-aside decision to be issued will depend upon the capabilities of the responses to this notice.� This Notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFP/IFB; nor does it commit the government to contract for any supply or service.� Further, this Agency will not accept unsolicited proposals.� Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense.� At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. �Please be advised that all submissions become Government property and will not be returned. �Not responding to this notice does not preclude participation in any future RFP/IFB, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract.� It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. In accordance with FARS 36.204 � Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $5,000,000.00 and $10,000,000.00.� The North American Industry Classification System (NAICS) code for this procurement is 236220 � �Commercial and Institutional Building Construction,� which has a small business size standard of $39,500,000.00.� The Product Service Code for this procurement is: Y1AZ. Prior Government contract work is not required for submitting a response to this sources sought notice.� PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB) has been tasked to solicit for and award construction services for the Building 20 Officer�s Club renovation.� The proposed project will be a competitive, firm-fixed price (FFP), design-build (DB) contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-step Best Value Tradeoff Process. The Fort Belvoir Officer�s Club was originally built in 1935 and has gone through multiple renovations and upgrades over the past 80 years.� The kitchens were last renovated in the 1980�s and have not seen any repairs since.� The Fort Belvoir Officer�s Club is in a general state of failure and work will be done to repair the building utility systems to allow for more effective use of existing space.� The Mount Vernon Room kitchen, Potomac kitchen, and the Castle Room kitchen (approximately 4,200 SF); dishwasher room (approximately 1,440 SF); and approximately 8,500 SF of food service area will be repaired/restored.� This will include upgrades to the walk-in refrigerators/freezer, hoods with suppression system, and the HVAC system.� The goal is to streamline food preparation, meet industry standards and codes.� The foodservice designer must have a certain minimum level of experience/credentials to help ensure a successful project.� The kitchens shall be designed by a Professional Member of Foodservice Consultants Society International (FCSI) retained by the contractor and shall be required throughout the design and construction of the project. The scope includes the repairs and alterations to Building 20�s kitchens and food service areas.� Renovate large/main kitchen on second floor (complete gut, all new appliances to include walk-in refrigerator and freezer, and two commercial garbage disposals), new floors, improved/streamline food prep.� Modify the third-floor kitchen (relocate some of the existing second floor kitchen appliances) to allow it to be used while the second-floor kitchen is being renovated.� Remove and replace old commercial garbage disposal and commercial dishwasher.� First floor kitchen and food service areas:� Provide better ventilation, remove wall adjacent to dishwasher, and repair floors.� Replacement of two elevator systems, one freight and one passenger, with maximized interior cab dimensions.� Add new elevator stop and rear access elevator door at first floor kitchen level.� Upgrade power for second floor kitchen renovation and for two future commercial laundry appliances at the first-floor laundry/telecom room. �Provide manual transfer switch and hook-up for portable/leased generator to power entire facility.� Fire suppression and fire alarm/mass notification systems shall be compatible with the existing systems to meet current standards.� The purpose of this notice is to gain knowledge of interest, capabilities, and qualification of various members of industry to include the Small Business Community, Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantage Business (SDB) and Women-Owned Small Business (WOSB).� The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors.� Large businesses are not prohibited from submitting a response to this notice; however, SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB and WOSB are highly encouraged to participate.� Responders should address ALL of the following in their submittal: 1. Firm�s name, address, point of contact, phone number, email address, CAGE code and DUNS number. 2. Indicate if your company is currently registered with the System for Award Management (SAM) database.� If not, indicate if it has been registered or does it plan to register.� 3. Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate both expressed in dollars. 4. Responders should have experience in the areas listed below and provide narratives identifying that specific experience: � �a. Capability Statements should include information and details of a minimum of three (3) projects with similar scope of work (design-build) and magnitude of construction within the past six (6) years.� These projects must be of relevant scope and complexity and demonstrate a minimum completion value of $5,000,000.00. � b.� All projects must demonstrate experience with renovation to commercial kitchen(s) (And dining area experience, if applicable). 5.� U.S. citizens (should include naturalized citizens/Legal citizens) or green card holders. 6. Total submittal shall be no longer than fifteen (15) pages in one (1) pdf file (Double sided pages will count as two (2) pages). Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. �� SUBMISSION INSTRUCTIONS: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, QUOTE OR BID.� It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.� In addition, this sources sought is not to be considered a commitment by the Government, nor will the Government pay for any information solicited or delivered.
