- SOURCES SOUGHT ANNOUNCEMENT.��The Federal Communications Commission, Office of Managing Director, Enterprise Acquisition Center is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for commercial equipment, software, and services.� The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, Product Service Code 6625 Electrical And Electronic Properties Measuring And Testing Instruments.� The Government is contemplating soliciting to and negotiating with only one source under the authority of Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This operational requirement is for monitoring the electromagnetic spectrum and identifying and locating terrestrial or space-based sources impacting satellite communications.� This capability should be a turnkey system with fully integrated hardware and software.� The solution should provide full-motion, fast-tracking monitoring antennas to replace the existing satellite antennas on site.� The antennas should be capable of monitoring the geostationary orbit (GEO), as well as non-geostationary orbits (LEO, MEO).� The solution should provide centralized and fully automated spectrum measurement capabilities with reporting capability, along with the ability to alert the operator to set alarm parameters or any anomalous conditions detected.� The solution should have geolocation capability, along with remote capability.� The primary satellite bands of interest are C, Ku, and Ka bands.� Additional bands of interest for monitoring are: UHF/VHF, L, S, and X bands. A capable source would need to provide, install, calibrate, test, and troubleshoot all components of the satellite signal detection and monitoring system, to include all hardware, software, machine interface platform; antennas and antenna mounts/foundation so that upon completion, the solution is fully operational.� The source would also be responsible for providing user training, general maintenance, and software updates, and would need to be capable of providing the services while �meeting all government security requirements (including FISMA ATO), and be fully operational by January 2023.� �Extensive documented experience installing, supporting, and running electromagnetic spectrum and satellite monitoring equipment is required.� THIS IS NOT A SOLICITATION.� This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to fulfill this requirement, please provide the following information: Organization name, address, point of contact, email address, web site address, and telephone number. Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), large business, etc. Business type under NAICS 334515, which contains a size standard of 750 Employees, and Data Universal Numbering System (DUNS) Number. Under which NAICS code does your company usually provide the requirements herein - Please provide rationale for your answer if different from NAICS 334515. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational capability. Response to this SSN shall not exceed 15 pages and should include all the previously mentioned information. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe Portable Document Format (PDF). Based on the responses to this SSN/market research, this requirement may be set-aside for small businesses, including any concern thereunder, or procured through full and open competition.� However, a determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
