Description
The United States Postal Service (Postal Service) is seeking information regarding a Parcel Cull & Split System (PCSS) that will cull non-machinable parcels and split the remaining mixed parcels into two or more streams that will be routed to one or more parcel sorters downstream for final processing. �� The primary objective of the RFI is to research existing commercial availability or technical capabilities of potential sources that have the engineering resources available, and the manufacturing capability to meet the requirements outlined in this RFI.� The Postal Service may request additional discussions relating to a responding supplier�s capabilities and qualifications to manufacture production quantities of the proposed system. The Postal Service reserves its right to assess all information received for purposes of establishing its sourcing approach for any future PCSS program. ��The Postal Service may identify viable candidates for a future solicitation aimed at demonstrating the design capabilities of the PCSS at USPS facilities.� The Postal Service welcomes the cooperation of multiple entities that may be required to accomplish the objectives of this program.� Any cooperative team must identify one �prime� company as the responsible party.� Other entities will be considered subcontractors to the prime. The USPS is seeking information and responses from suppliers that are capable of providing a technical solution capable of meeting the requirements contained in the Attachment A.� Potential suppliers must be capable of passing a security check and must demonstrate adequate, as determined by USPS, security measures to protect Postal mail images. Information provided in response to this RFI will be evaluated to pre-quality suppliers to receive the potential Request for Proposal (RFP) for this project.� Suppliers must respond to this RFI and pre-qualify with their response to be eligible to receive an invitation to participate in the potential RFP. Prequalification Criteria Respondents to this RFI shall be pre-qualified for a potential RFP based on their sufficient and acceptable response, in the sole determination of the United States Postal Service, to all elements of the following �Responding to this RFI� section. Responding to this RFI �Interested suppliers responding to this RFI should provide information that addresses the requirements as described in the Attachment A and shall include, at a minimum, the following: A technical response to the Attachment A which is sufficient, in the sole determination of the USPS, in demonstrating an understanding of the Attachment A requirements.� The technical response should also include a demonstration of the capability to meet the Attachment A requirements; Information detailing the supplier�s current and past history and experience in providing the offered technology/solution; Information to sufficiently demonstrate the supplier�s financial and organizational capability, including relevant past performance history and information demonstrating the financial strength (e.g., balance sheets or income statements) and resources available to manage and execute the development and production of the solution. Dun & Bradstreet information and rating should be included; Identify the personnel who will be assigned to work this project, their experience, and description of past projects they have worked;������������ Company information to include: company name, any subsidiaries or associated companies, company address, company website, company overview, and Point of Contact name and phone number/email address; A Rough Order of Magnitude (ROM) price for a solution that meets the requirements of the Attachment A. Additional Information Proprietary information, if any, should be kept to a minimum and MUST BE CLEARLY MARKED. Please be advised that all submissions become USPS property and will not be returned. A purchasing team will review and evaluate information submitted by interested suppliers who timely respond to this RFI.� Suppliers that are determined to have an understanding of the project requirements and the capability to meet those requirements will be placed on the pre-qualified list. Please note that this RFI does not in any way commit the USPS to make any award. Any questions pertaining to this RFI should be directed to Dartysha Queen at dartysha.l.queen2@usps.gov and Rajendra Kumar at Rajendra.Kumar2@usps.gov no later than 4:00 PM Eastern Time (ET) on Monday December 17, 2021.�� All questions received timely will be consolidated with the Postal Service�s responses and will be provided for suppliers to review as an amendment to this announcement on beta.SAM.gov.� The USPS will not provide separate individual responses to suppliers� questions. Written submissions in response to this RFI must be provided via email to both�Dartysha Queen at dartysha.l.queen2@usps.gov and Rajendra Kumar at Rajendra.Kumar2@usps.gov no later than 5:00 PM Eastern Time (ET) on Thursday January 14, 2022. Applicable Solicitation Provision The following standard USPS solicitation provision applies: Provision A-2: Solicitation for Information or Planning Purposes (March 2006) The Postal Service does not intend to award a contract on the basis of this solicitation or to pay for the information solicited. This solicitation is issued for the purpose of: gathering information to assess market capability for developing a system for an Address Verification database.
