Lancaster Road Dallas, Texas 75216 VA Project Number: 549-C21566 EA Project Number: EA02.0201 Issue Date: November 03, 2020 2 | P a g e This page left blank - Table of Contents 3 | P a g e Background: The North Texas VA Health Care System has identified the need to repair a large quantity of plumbing isolation valves that are failing. The isolation valves that are currently installed in buildings 1 and 2 are original to the building and or are at least in excess of 30 years installed. Building 2j isolation valves are all original and have exuded many failures. Failure for this project is defined as: 1) Non-operational; does not turn without damage to the valve, 2) does not seal; if valve is able to shut off, it does not completely stop the flow of water. Isolation valves identified with the project serve both the domestic cold water and the domestic hot water services. None of the specialized potable water services, chilled water or heating water are included in this project. Additional valves included in the project include domestic service entry double backflow check valves, check valves, and pressure reducing valves. Project Statement: This project will provide the required design elements to support and identify the valves that need to be changed. Definitions: Authority Having Jurisdiction (AHJ) In the NFPA codes and standards, the AHJ is defined as, An organization, office, or individual responsible for enforcing the requirements of a code or standard, or for approving equipment, materials, an installation, or a procedure. Annex A of NFPA 101 and NFPA 80 both contain a paragraph further explaining the definition of the AHJ. The explanatory information in the annex clarifies that jurisdictions and approval agencies vary, so the term is used broadly in NFPA documents. The AHJ may be a federal, state, local, or regional department or individual. Assumptions: Based on the definition of the AHJ, it is assumed that the North Texas VA Medical Center is the AHJ and will assist and direct the A/E team. The A/E team will not perform any destructive demolition to determine the condition of elements that are within the Scope of Work. Assumptions will be made based upon the VA s as-built drawings, field observations, annual reports, and test results. Mechanical No associated scope. Electrical No associated scope. Plumbing Existing plumbing valves within Buildings 1 and 2 are failing and require replacement. Valves are identified on the supplied drawings. Valves shall be replaced in accordance with the VA Plumbing Design Guidelines and Specifications. Valve replacement shall be performed in such a manner that it has little to no impact on the operations of the Hospital. Any large impact items shall be coordinated such that the impact is minimized and does not affect life safety of the hospital or patient safety. Construction Completion Construction Completion 305 days after NTP.
