- Wingbee Processing and Storage-Division of Migratory Birds, VA THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations, FWS Division of Migratory Birds. This requirement will have one base year and four option years. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a firm fixed price contract with only one source under the authority of FAR 13.106-l(b) to the following university: Southern Illinois University Carbondale (SIU) 1125 Lincoln Drive Carbondale, IL 62901 Period of performance is 01/01/2022 through 09/30/2026. The North American Industry Classification System (NAICS) code for this requirement is 541690 Other Scientific and Technical Consulting Services; the business size standard is $16.5M. The U.S. Fish and Wildlife Service (FWS) has conducted a cooperative State/Federal Waterfowl Parts Collection Survey annually since 1961. Results from this survey are used to estimate the species, age, and sex composition of the waterfowl harvest in each state, flyway, and the entire U.S. Hunters who agree to participate in this survey are provided postage-paid ""wing-envelopes"" and are asked to send us a wing from each duck, and the primary wing tips and tail fans from each goose that they shoot over the course of the entire hunting season. We receive approximately 120,000 waterfowl parts each year. When the parts arrive, they are sorted by species and stored in a freezer until late February, when state and federal biologists examine these parts in greater detail at the annual cooperative State/Federal ""wingbees"". SIU will maintain and make available at a temperature well below freezing a minimum of 575 cubic feet of storage space annually from October 1 thru September 30. This space will be readily accessible from the work space. SIU will make available a work space adequate for 40 people sitting at 10 tables. SIU will insure adequate lighting and bathroom facilities of said work space during the period it is in use. Work space will be made available for a 1-week period (to be set annually), during February. In addition, SIU will employ one or more students who will be responsible for 1) receiving, transporting, and placing Parts Collection Survey (PCS) envelopes into freezer storage, data entry, and weekly transfer of electronic files updated databases to and updated issue files from the Branch of Harvest Surveys in Laurel, MD., 2) identifying the duck species in each envelope and adding the appropriate species code. Complete instructions will be provided. Envelopes will be scanned using barcode technology and hunt information entered into the database. Hunt information includes county, date, and time shot. Envelopes and parts will then be stored by species to be re-examined during the Wingbee, and 3) waterfowl parts will be processed and ready for FWS staff when they arrive for the wingbee. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If any interested party believes they can meet the above requirement within the needed period of performance, it may submit a statement ot capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
