- N00164-22-S-NB19 � REQUEST FOR INFORMATION (RFI) �PRODUCTION OF THE AN/SLA-10D PRE-TRIGGER CONVERTER AND BLANKING UNIT, INCLUDING SPARES AND REPAIRS FOR THE SURFACE ELECTRONIC WARFAR IMPROVMENT PROGRAM (SEWIP)�FSC 5865�NAICS 334511 Anticipated Issue Date: 13 DEC 2021 � Closing Date: 17 JAN 2022 � 3:00 PM EST This is a Request for Information/Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. The Government does own the full technical data package. This announcement is not for development purposes. Any duplication of costs for development will be at the contractor�s expense. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non- Government personnel and entities. Your interest in this response is appreciated. The Government is seeking companies with the capabilities to meet the requirements as described herein. Contractors with the capabilities and facilities to provide AN/SLA-10D PCAB units, SRA spares, and repair services may provide information to indicate intent and capability. The following are being sought: AN/SLA-10D PCAB unit consisting of: PN: 8579500 Video Mixer 10042B/SLA-10D Assembly PN: 8579011 Control Indicator C-10569B/SLA-10D PN: 8579411 SRA - Power Supply assembly SRA - Display assembly SRA � Computer assembly SRA � Keypad assembly SRA � Input/Output-1 assembly SRA � Input/Output-2 assembly SRA � Field programmable-gated array SRA � Main PCB assembly Repairs would include the PCAB unit mentioned above and its subassemblies. The price/costs for all technical data generated by the contractor directly or indirectly in its performance of his procurement, effort is included in the price/costs paid by the Government. Data is Not Separately Priced. The PCAB Unit (PN: 8579500) is used by the operator to prevent receiver interference from own ship�s emitters. A local or own ship�s emitter will be detected by the operator on the receiving set in the form of interference when the emitters and receiving set is tuned to the same band of frequencies or harmonic frequencies. This condition is undesirable since it interferes with the reception and analysis functions of the receiving sets. Blanking pulses are provided by the blanker to the receiving set to disable (blank) the receiver during interference time. The PCAB unit consists of the Video Mixer Blanker and the Control Indicator The Video Mixer Blanker (PN: 8579011) Unit accepts up to thirty-one analog pre-trigger signals from own-ship pulsed radar systems, and performs two parallel functions: pre-trigger conversion and generation of blanking pulses. The pre-trigger conversion function transforms the input pre- trigger signal on each input channel to Low-Voltage Differential Signaling (LVDS) format, and outputs the LVDS format pre-trigger signals with minimal latency to AN/SLQ-32 (V)6 System Assembly Unit 1. The PCAB Disable Control Unit (PN: 8579411) interfaces with the Video Mixer Blanker. The PCAB Disable Control Unit is used by the operator to enable or disable one thru thirty-one input pre-trigger signals by pushing down on any of the corresponding one through thirty-one push button switches. Disabling any one of the 31 Pre-Trigger Inputs is accomplished easily by using the PCAB Disable Box. The Disable Box has 31 buttons on it, each labeled from 1 to 31. In order to disable any one of the Inputs, simply press that numbered button located on the Disable Box. The button should lock in a depressed position and should illuminate with a red backlight on that button. Multiple Pre-Trigger Inputs can be disabled at once using this same technique. Press the button a second time to re-enable the input. The button should return to its normal position and the red backlight should extinguish. The Power Supply Assembly generates internal DC level powers. Internal regulators are implemented to generate DC power from main DC line supplied by system power supply. These internal regulators generate +/- 12.0 Volt which is used on input receivers, +5.0 volt, +3.3 volt, and +1.5 volt which is used by FPGA and LVDS drivers, the input to all regulators will be supplied by 20.0 Volt DC from system power supply, the 20.0 VDC is used for output drivers. The Display Assembly displays each of the 31 Inputs and total of 93 adjustable channels (31x3). It also displays Output mapping vectors. The Single Board Computer communicates with both the keypad and display. The FPGA communicates with the Single Board Computer The Keypad Assembly allows navigation of the display as well as inputting desired pulse widths, delays and mapping to Outputs The Input/Output-1 Assembly connections send the Blanking Outputs from the PCAB to the ships systems. The Disable Box communicates with the I/O-1 Board as well. The Input/Output-2 Assembly connections receive the ships inputs into the PCAB to be processed. The 31 Pre-Trigger Inputs arrive from NAVY ship to the PCAB unit arriving at the I/O-2 Board first. The Field Programmable-Gated Array (FPGA) communicates with the Single Board Computer, I/O-1 and I/O-2 Boards after the signal arrives from the I/O-2 board. The FPGA detects, writes, and reads commands from CPU based on internal decoding of address lines and control lines from CPU and it properly routes data on serial bus to EEPROM on board or stores data in proper registers internal to FPGA. The Main PCB assembly interface to processor includes buffer lines for address, data, and control lines from and to CPU. The digital board is slave to CPU and all input and output registers are memory map to CPU address lines. Only those contractors certified under the Joint Certification Program (JCP) in an active status, will be authorized to receive the technical data package. Interested parties must be registered in the in the System for Award Management (SAM). Information on SAM registration can be found at www.sam.gov. Respondents will not be notified of the results of this sources sought notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. When/if the Government issues a solicitation for this effort, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this sources sought. Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. Responses to this RFI or questions may be submitted to the Technical Point of Contact any time prior to the expiration of this announcement with a copy to the Contracting POC.
