What is the amount of hours each month the previous contractor spent on site at each location to provide the pest services to all areas outlined within the scope of service?  Does the government consider this service adequate? A.1. Estimated: Pest controller spent no less than 30 hours a week/120 hours a month on-site. With the exception of off-duty calls for service, the service provided was adequate to address the immediate needs of the facility and perform visual inspections of the grounds. Q.2. How many after hours service requests at each site have then been in the past 12 months? A.2. Estimated 2-6 hours a week after hours to address canteen needs and patient care areas after normal hours of operation due to bed bugs. Q.3. What are the regular service days for these sites? A.3. Monday, Tuesday, and Thursday Q.4. What is the number of bed bug service requests at each site over the past 12 months?   A.4. Estimated 38 calls for service. Q.5. Has any of the scope of service changed from this Solicitation compared to that of the last awarded contract? A.5. No, the scope of service has remained the same. Q.6. Will the government offer any type of preference or tiered level selection to SDVOSB or VOSB as per the Department of Veterans Affairs Veterans First program even though the CO made a decision for this solicitation to be an unrestricted set aside? A.6. Please refer to the clauses in the solicitation which address this. Q.7. What is the number of current fly light devices and exterior rodent bait stations at this medical center? A.7. Estimated 27 Fly light traps and estimated 75 exterior rodent bait traps Q.8. Does the VA own Fly Lights now? How many? Do we provide lights during contract then remove? A.8. Estimated 27 Fly light traps. Contractor supplies sticky traps as well as placement, replacement, and removal. Q.9. Termites Where do they fall under in the pricing breakdown A.9. Pest controller is responsible for identification of termites and will serve as a consult. Termite mitigation will be treated as a separate contract. Q.10. Bait Stations - Do we provide? How many? A.10. Estimated 100 traps: 75 exterior rodent bait traps/ 25 Interior rodent bait traps or as needed. Contractor supplies traps, placement, replacements, and removal. Vendor is also responsible for providing monitor stations as needed, to include supplies, monitoring, and removal. Q.11. Current Contract Company and Bid Tabs A.11. The current contract is VA262-16-F-4587 Pestmaster. Q.12. Under Statement of Work Section 2-2.2, do they want 2 full time techs for the day shift, or 1 for day and 1 for evening? A.12. There only needs to be one full-time technician during each shift. The previous contract was set up with the schedule of: Q.13. Bed Bugs are not mentioned in the covered pests, will Bed Bugs treatments be included in this contract? If so, where do they fall under in the pricing breakdown? Is there any mandatory bedbugs inspections? A.13. Bed bugs fall under other pests. The vendor will be called as needed for bedbugs. There were an estimated 38 calls for service. Q.14 What is the anticipated award date for this contract? What is the anticipated start date for this contract? A.14 The anticipated start date for this contract is Jan. 1, 2022. The award date is anticipated to be before Jan. 1, 2022, after the solicitation closes. Q.15 Can the government clarify that Pricing Schedule CLINS 0005 & 1005 should reflect 12 Monthly Services EACH (Upon Request) or is the government seeking a fixed cost Monthly service rate for these services? A.15 A fixed monthly service rate. Q.16 Can the government clarify that this solicitation requires a full time technician Monday Friday (40 hours week/2080 year) and a part time technician Monday Friday (22.5 hours week/1170 hours year) for a total of 3250 man hours each year as this appears beyond the standard service requirement for a medical center that is only 222,000 square feet? A.16 Please see the clarification of hours above. Q.17 Can the government help provide an understanding: Based on the Wage Determination requirement that the government provided for the hourly rate and H&W alone (excluding any labor fee/cost, equipment, materials or profit) for the 3250 man hours that the government indicated required for services outlined is more higher than the previous annual award total value. A.17 Please see the clarification of hours above. Q.18 Can the government confirm that the total interior square footage is estimated at 222,424 square feet for 37 buildings as indicated within the SOW? A.18 The solicitation states the correct estimated square footage. Q.19 Has funds been appropriated for this opportunity? A.19 Yes. Funds have been appropriated for this contract. Q.20 Can the government provide the number of services performed over the past 12 months for each of these services? A. Bee Hive up to 20 feet from ground: 1 B. Bee Hive over 20 feet from ground: 1 C. Wasp Nest up to 20 feet from ground: 2 D. Wasp Nest over 20 feet from ground: 4 E. Live Animal Trapping/Removal: 8 F. Dead Animal Removal: 0 G. Outdoor Rodent Services: 24 Q.21 Can the government clarify that all present Fly lights (estimated 27), Exterior rodent bait traps (estimated 75) and Interior rodent bait stations (estimated 25) will be required to be replaced at time of award transition? A.21 The traps will need to be replaced at the time of award transition.
