1.�������� THIS IS A SOURCES SOUGHT ANNOUNCEMENT. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) OF 221320 (SEWAGE TREATMENT FACILITIES) WITH A SMALL BUSINESS SIZE STANDARD OF $22 MILLION IS TO BE USED FOR MARKET ANALYSIS ONLY FOR DETERMINING THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES FOR A POTENTIAL SET-ASIDE OF A NON-PERSONAL SERVICE CONTRACT. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR THE FUTURE ACQUISITION. 2.�������� The 102d Intelligence Wing, Otis Air National Guard Base, Joint Base Cape Cod, Massachusetts, is conducting market research to identify potential small business sources including (not limited to) 8(a), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business, small disadvantage business (SDB), and women-owned small business (WOSB) concerns with the capacity and technical capability necessary to successfully perform the operation and maintenance of a Wastewater Treatment Plant (WWTP) in accordance with pertinent directives, to support operations on Joint Base Cape Cod, Massachusetts. a.�������� The contractor shall provide all labor, equipment, tools, materials, supervision, transportation, and other items and services necessary for the operation and maintenance of equipment and support systems of all facilities at the plant. The plant operates 24 hours a day, 7 days a week. Work shall include treatment of wastewater, corrective and preventive maintenance, minor maintenance and repair, operation of treatment facilities, reports preparation, grit and grease collection system, sludge and grit treatment and disposal, effluent irrigation system repair, whole effluent testing (WET), and other related services. Operations include general operation of plant equipment, valves and piping, sampling and lab analysis, waste and effluent disposal, and other related services. All operations shall comply with all pertinent federal and state regulatory requirements. b.�������� The facility is designed to treat 300,000 gallons per day (gpd, annual average) and permitted to discharge 360,000 gpd (annual average) through its rapid infiltration basins. Under current conditions, the WWTP treats 143,000 gpd, which represents 48% of treatment capacity and 40% of disposal capacity. c.�������� The WWTP is designed to accommodate approximately 157,000 gpd additional flow on an annual average basis, however the system's ability to dispose of peak daily flows which can be nearly 4 times as large as average daily flows (peaking factor = 3.8) limits the available additional capacity to an annual average of 75,000 gpd. More of this additional capacity could be made available via several approaches to reduce that peaking factor without substantial modification to the WWTP itself. 3.�������� All interested parties are encouraged to send a capability statement that will briefly describe how your company can satisfy the requirement described above to the 102d Contracting Office at the following email address: 102IW.MSG.MSC@us.af.mil.
