- The United States Department of Agriculture (USDA), Rural Development (RD) is soliciting industry comments regarding the attached DRAFT Single-Family Housing Nationwide Appraisal Services (SHNAS) Performance Work Statement (PWS) and DRAFT SHNAS Quality Assurance Surveillance Plan (QASP). This request for information is for market research purposes. The Government may or may not post a Solicitation Notice in the future for this work. The applicable�North American Industry Classification System�is 531320, Offices of Real Estate Appraisers, and the Small Business Size Standard is $8.0 million.� Please provide comments to the DRAFT PWS / QASP description of technical areas as well as other types of additional information that would improve understanding or clarity of requirements.� Companies may submit PWS/QASP questions and comments via email to elizabeth.torres@usda.gov and michelle.kouis@usda.gov. Please use the attachment #3 titled SHNAS PWS/QASP Feedback Form for consolidated comment submission. Comments and feedback are being sought with a suspense date of Friday, 17 December 2021 at 5:00 p.m. (ET). Please reference all e-mail correspondence with the following subject line: Company Name, Response to RFI SHNAS PWS_QASP. All responses must include the following information: Company Name; Company Address; and Point-of-Contact (POC) name, phone number, and e-mail address. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal (RFP). Do not submit a proposal or quote.��This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to any ultimate acquisition approach.��In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI.�The Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Submittals will not be returned to the responder. No telephone inquiries will be accepted. Other than responses to this DRAFT PWS/QASP, no other responses or inquiries will be accepted. Mark your response as ""Proprietary Information"" if the information is considered business sensitive. Late comments may not be considered. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Not responding to this notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the GSA and/or SAM website. It is the responsibility of potential offerors to monitor the GSA and/or SAM websites for additional information pertaining to this requirement.
