- Agency Information Management and Software Services (AIMSS)� Contract Request for Information Description The Missile Defense Agency (MDA) is seeking information from this sources sought announcement to determine the availability and technical capability of small business to provide the following services. The anticipated North American Industry Classification System (NAICS) code for this activity is NAICS Code 541715.� This NAICS code is a preliminary determination; the final determination will be listed in the solicitation. Manage, operate, sustain and modernize the Missile Defense System (MDS) data repository to streamline data archive, analysis, and mass dissemination Develop and support innovative agency-wide, enterprise-focused data initiatives Design and obtain accreditation of customized software dedicated to robust data archival, test resource planning, and data analysis Enhance and implement modernized technology solutions in approved cloud service provider(s) to enhance user experience for data archival and distribution and high-volume data analysis while minimizing cost This Request for Information (RFI) is intended to help the MDA make informed acquisition decisions to: Assess the current marketplace for small business capabilities to satisfy the MDA requirements. Obtain recommendations from industry on acquisition strategies and contractual approaches that are most appropriate to satisfy the MDA requirements. Identify and mitigate any potential impediments to a competitive award. This RFI is part of the overall market research activity to collect, organize, maintain, analyze and present data in accordance with Federal Acquisition Regulation (FAR) Part 10. This sources sought announcement is being published with the intent to promote small business competition and only small businesses need to respond.� The MDA reserves the right to request follow-up information from RFI respondents, as needed, because of the information received from this RFI.� Information received from follow-up questions and presentations are considered part of the overall market research activity per FAR Part 15.201.� This is a market research announcement for informational planning purposes only and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the MDA.� Information submitted will be considered as an exchange of information and may be used as part of future RFP(s).� No RFP/solicitation will be issued at this time.� The Government will not pay for the information solicited herein nor for any costs accumulated while responding to this RFI.� RFI responses will not be construed as an offer and will not be accepted by the MDA to form a binding contract.� A non-response to this RFI does not preclude participation in a future competition, nor shall information provided in response to this RFI be used to exclude anyone from responding to any future Request for Proposals. Communications with the MDA with regard to this RFI shall only be permitted in writing during the RFI response period. Program Overview The MDA Agency Information Management and Software Services (AIMSS) contract (formerly Missile Defense Data Center (MDDC)), as the authoritative data repository responsible for all protection, archival, and distribution of historical, current and future MDS test data, plays a critical role in achieving the Agency�s test program mission and objectives.� The program�s current missions and functions align with agency policy to support data collection, distribution, and long-term storage of critical MDS data for future data mining across the MDA and other government agencies. The program achieves these tasks by developing customized software tools to support mass retention, availability, and expedited data distribution as well as providing critical test analysis, planning, and execution capabilities.� In addition, the program manages and sustains infrastructure and provides administrative services necessary to rapidly respond to data collection and distribution requirements. The AIMSS Program currently resides in Von Braun Complex, located on Redstone Arsenal in Huntsville, AL.� The program is inside two open storage areas encompassing a total of 2 accredited collateral open storage areas (~50,000 square feet).� Within this space resides other MDA stakeholders utilizing current IT infrastructure and resources.� The program also has a two-person staff that reside within the Missile Defense Integration and Operations Center (MDIOC), Colorado Springs, CO to handle customer needs across the analysis infrastructure.� The program manages devices in support of both the data collection requirements and analysis efforts by tenants at both locations.� The operations and maintenance for AIMSS infrastructure includes a Test and Development Zone A, supporting data archival and distribution, and a Test and Development Zone B environment, supporting software development and data analysis.� Total data volume is roughly nine petabytes spanning across Unclassified, Controlled Unclassified Information (CUI), Secret, and Top Secret.�� This encompasses both virtual and physical environments consisting of approximately 1200 hosts, 40 servers, 30 appliances, and 90 network devices across all classification levels.� Each contractor must be able to demonstrate through their response to this RFI that it has the capability, staff, and expertise required to assume all contractually required functions to perform the requirements outlined in this announcement. This may include in-progress customer tests (e.g., Flight, Ground, and Cyber), deployment support, analysis infrastructure support, and hardware, software and legacy system upgrade/modernization efforts. The contractor must have the ability to incorporate emerging requirements in the support provided, since existing systems/software may be retired with new and improved systems/software during the term of the contract. Submission Requirements The MDA is seeking responses from qualified small business sources that can provide the technical capability, knowledge, and resources required to fulfill its data management, software development, and technology ecosystem requirements to support the operation and modernization of an Agency-wide data repository as defined in the above scope.� All responses shall be in Microsoft Word and a searchable Portable Document Format (PDF) in Times New Roman 12pt font, single spaced and shall not exceed 15 pages.� It may include a Table of Contents, List of Tables/Figures, and Acronyms List, which will not account against the maximum page limitation.� Do not submit generic corporate marketing materials for this RFI; any such materials will not be reviewed by MDA.� Response shall be delivered via email to Todd Heck (christopher.heck@mda.mil) and Jay Carroll (jay.carroll@mda.mil) no later than 0600 MT on January 18, 2022.
